- This is a Request For Information (RFI) only: The NAVSUP Weapon Systems Support (NAVSUP WSS) is seeking information from all potential sources that may be interested in providing Logistical support for the NSNs that make up the AN/UYQ-70 (Q70) Weapon System (see NSN list attached). The Government does not own the drawings and will not be able to provide drawings. The applicable North American Industry Classification Systems (NAICS) codes for a majority of the items in this system are 334412, 334111, 335312, and 334119. The Q70 Weapon System is the Navy's current generation of display and processor equipment/systems. It is a commercially based technology that is brokered and integrated into various command and control, navigation, target acquisition and tracking, weapons control, theater air defense, anti-submarine warfare, battle-group communication and airborne surveillance, and control Host Naval Combat Systems (HNCS). Over 8,000 pieces of equipment are installed on-board various USN ships / submarines / aircraft (146 Ships, 77 Subs, 30 Aircraft and 11 Shore Sites), US Coast Guard (7 Ships), US Marines (5 Aircraft), Customs and Border Patrol of the Department of Homeland Security (12 Aircraft), and multiple Foreign Military Sales (FMS) platforms. The system is comprised of over 100 hardware baselines and over 10 active software baselines. NAVSUP WSS is investigating availability of sources for long-term supply support sustainment. NAVSUP WSS wishes to assess the support capabilities for the complete Q70 Weapon System that may be available from the commercial market. Logistical support may include but is not limited to manufacturing; repair; configuration management; filling demands (i.e. requisitions received from NAVSUP WSS); baseline integration; hardware software support patches/licenses; proactive vendor surveillance/notification; technology insertion; improve reliability, availability and maintainability of parts; unique identification (UID); warehousing and tracking of Government Furnished Material (GFM); management of Diminishing Manufacturing Source/Material Supplier (DMS/MS) through vendor surveillance/notification; obsolescence issues; serial number tracking (SNT); provisioning; and parts marking. Logistical support must be able to address HNCS operating environment (OE) interdependencies and parts interoperability. NAVSUP WSS has funded and obligated over $56M in the past two fiscal years for the repair and manufacturing of the Q70 weapon system. This RFI in no way binds the Government to offer contracts to responding companies. The responses provided may assist NAVSUP WSS in developing and further defining procurement, acquisition, and sustainment strategies going forward that could result in the issuance an RFP soliciting for a long-term Firm Fixed Priced Contracting arrangement. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate and teaming approaches are acceptable. Respondents should be able to demonstrate that they currently have logistical and technical/engineering capability to support the Q70 Weapon System. Specific experience with Q70 is not a requirement, though respondents should be able to demonstrate that they can utilize existing capabilities, or reasonably expand upon these capabilities, to effectively support the Q70 Weapon System. RESPONSES: Responses to this RFI should describe your company s capabilities and other logistical support experience. If your facility is a DOD/Navy certified depot, then please include this information in your response. Specific experience with the aforementioned Q70 weapon system is not a requirement; however, responses to this RFI should describe your company s relevant experience; repair, manufacture, testing, configuration management, DMS/MS and logistical capabilities, and how you would utilize and expand upon these capabilities to effectively support the Q70 Weapon System to meet host program and Fleet mission requirements. Responses to this RFI should be limited to 10 pages or less (including any attachments) and include supporting materials that effectively describe your company s capabilities and experience. Responses should identify a point of contact who can conduct any follow-up discussions requested by NAVSUP WSS. Please include the point of contact s name, e-mail address, phone number, and mailing address in your response. NAVSUP WSS requests your responses by 24 January 2014. Submissions will be accepted after this date. However, late submissions may not receive timely feedback and may not contribute to strategic planning efforts of NAVSUP WSS. Questions shall be submitted in writing via e-mail to the contact points listed above. Information provided shall be treated as Business Sensitive. All information shall be provided free of charge to the Government. NAVSUP WSS may request further information regarding the information contained in your response and may request a presentation and/or a site visit as deemed necessary. All submissions become Government property and will not be returned.
