Description
solicitation amendment to solicitation This solicitation is being extended for a shortened period of time to allow vendors to resubmit quotes based on modifications to the description field. Modifications were made to decrease the number of jobs and to increase the not to exceed ceiling. Also, this blanket purchase agreement will be awarded with a base period and one option year. The solicitation is being extended for an additional 5 days to allow vendors to submit quotes in accordance with the description on the amendment. The vendor should make pen and ink changes on the original solicitation acknowledging/reflecting the changes, to include, changes to the number of jobs and annual ceiling. The vendor should also sign the SF-30 and return a copy with the modified solicitation (SF 1449). The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration(NOAA), National Weather Service (NWS) is in need of a Blanket Purchase Agreement (BPA) for snow removal services at the Weather Forecast Office and Radar Site, located at 9200 White Lake Road, White Lake, MI, in accordance with the attached Request For Quote (RFQ) WE-133W-14-RQ-0006. This solicitation is subject to the Service Contract Act of 1965 and the applicable Wage Determination WD 05-2273 (Rev. -14), posted on 6/25/13, which is included in the RFQ package. This blanket purchase agreement will be awarded as firm fixed price based on the price of each job performed. The attached solicitation lists the jobs that are anticipated to be performed based on the amount of snow fall. This pricing will be used for each job performed during each snow/icing event. The period of performance is being procured for a base period of 11 months and 2-12 month option periods. Bids will be evaluated based on Past Performance and the TOTAL OVERALL PRICE OF ALL COMPONENTS on the solicitation. The associated North American Industry Classification System (NAICS) code is 561730, which has a corresponding size standard of $7.0 Million average annual receipts. Any business capable of completing these services is encouraged to respond to this announcement. All contractors doing business with the National Weather Service Central Region must be registered with the System for Award Management (SAM). This is a Government initiative that was designed to replace CCR, ORCA and EPLS. No award can be made unless the vendor is registered with SAM. In order to register with SAM offerors' must have a Dun & Bradstreet number. Vendors shall provide at least two (2) references with the completed solicitation, addressing that you have provided the same or similar service in the last 2 years. The references provided must include detailed contact information (point of contact, phone number, and address at minimum). Past performance is a significant evaluation factor that will be used to arrive at a best value award decision. All responsible sources may submit a quotation which shall be considered by the agency. An award resulting from this RFQ will be made based on best value for the government. Best value will be determined by a combination of past performance and price. Faxed quotes will not be accepted.
