- FA8201-14-R-Software Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 518210 which has a corresponding Size standard of $30M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The AFSC 75 FSS/FSD Force Development Flight at Hill Air Force Base Utah is a customer service organization dedicated to providing a broad range of education, employee development, and training services to civilian and military employees within its span of control, to include those serviced as part of support agreements. The FSD is expected to furnish responsive, efficient, and effective services to all major areas within their responsibility and is also expected to continuously improve the quality of programs and services offered to their customers. To ensure that the FSD can meet the needs of their customer base the Force Development Flight wants to procure analytical tools and analysis support in order to measure their effectiveness. The Contractor shall be required to provide the analytical tools, facilities, software, and expertise to effectively measure learning activities, learning effectiveness, total cost and return on investment of learning, measure the ability to align learning with business impact, and measure the ability to benchmark the FSD learning enterprise with those of other government agencies or the private sector. The analysis shall be made available to the government upon request. The analytical support provided by the Contractor's proposal shall meet the minimum requirements detailed in the Statement of Work. The Contractor shall provide an analytical tool and /or software to import current assessment data (data to be provided by AFSC 75 FSS/FSD for further analyzing and reporting business impact). The system must have the ability to measure learning impact and to generate and customize reports which shall be accessible to FSD employees upon demand. Measurement must include all 5 key levels of learning and performance indicators which are: • Satisfaction as indicated by the learner concerning instruction, courseware, and environment • Learning effectiveness • Job impact • Business results • Return on the investment of training Additionally, utilizing data obtained in the above analysis, AFSC 75 FSS/FSD seeks the ability to benchmark against other government agencies (and private sector) education, learning, and human resources training and development organizations to evaluate their performance.
