Description
The Department of Energy, Golden Field Office, intends to award a sole source contract, in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, to D&R International, LTD. This contract will be awarded to support the Building Technologies Office (BTO) Residential Buildings Integration Program in the development and implementation of the Incremental Measures Initiative (IMI). The work effort includes market assessments, opportunity identification, establishing public-private partnerships and piloting the concept with partners. Assistance and analysis will particularly focus on energy efficiency approaches that have the potential to scale up and significantly reduce energy consumption in the residential market. The contractor shall 1) develop a bright spot analysis by identifying gaps and opportunities for IMI to pursue based on existing efficiency program design and delivery system and leveraging existing DOE data; 2) develop an initial prioritized list o f program opportunities; 3) engage Program Administrators (PAs) to identify where DOE and PA?s interests align and where there are opportunities for DOE to unlock savings using its tangible and intangible assets/expertise; and 4) assess market viability of identified opportunities and scope existing and potential program implementation issues. The estimate of work under this contract is for one year, with a program magnitude of approximately $120,000. No RFQ will be issued for this requirement. Interested parties may identify their interest and capability to respond to this requirement, no later than December 18, 2013. However, a determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
