Description
BEP WCF Wastewater Pretreatment Plant Maintenance Services SOW Solicitation Number: BFP-RFI-14-0264 Notice Type: Sources Sought Synopsis: The Bureau of Engraving & Printing (BEP) Washington DC Acquisition Office, is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms serviced by the SBA Dallas Fort Worth District Office, HUB Zone, Service-Disabled Veteran Owned Small Business or other small business firms that reside or primarily do business in Johnson, Parker and Tarrant Counties in Texas. Proposals will NOT be accepted from firms that reside or primarily do business in other counties or states and have the capability and bonding capacity for the following effort. The Contractor shall provide any and all Services necessary for the safe, clean, efficient and successful operation and maintenance during Normal Operating Hours of the BEP Western Currency Facility (WCF) Industrial Wastewater Pretreatment Plant (hereafter "Plant") and perform such services in compliance and in accordance with any and all applicable Federal, State, and local laws, regulations, codes, ordinances and conditions (i.e. public and occupational health, safety, and environmental protection, pretreatment regulations, etc) that govern the management, maintenance and operation of such a facility. In addition, the Contractor shall provide all Services in accordance with any and all BEP policies, procedures, guidelines and requirements. See attached Statement of Work. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. The Period of Performance under a contract resulting from this Sources Sought notice is planned to start on 1 April 2014 with an anticipated award scheduled in March 2014. The North American Industry Classification System (NAICS) code is 561210 (Facility Support Services) mark has a size standard of $35.5 million in average annual receipts. Twenty percent (20%) of the work is to be self-performed. All interested businesses should notify this office by email to charles.hoddinott@bep.gov by 20 December 2013, 4:00pm ET. Responses should include the following: (1) District Office in which 8(a) firms is serviced by. (2) A CAGE Code and DUNS Number. (3) Indication of relevant past experience through the description of at least three (3) and no more than five (5) projects within the last seven (7) years similar in scope, size, and complexity to the proposed project. The definition of relevant is provided below: The offeror shall describe at least three (3) projects. These three projects must: • have been performed within the last five (5) years, • be of similar size, scope, and project type to this project, • have a logical connection to this project, • have had the offeror functioning as the prime contractor and performing at least 15% of the contract work utilizing its own personnel, and • have involved coordination that was essential for the successful merging of one project phase with another, as well as precise safety and environmental requirements.
