- The Army Reserve is soliciting interested parties for the purpose of a Real Property Exchange (RPX) of Army Reserve land and facilities located at the former Moore Army Airfield, Parcel H, Building Area 3800, Southerly Side Great Road (Route 2A), Ayer, MA, 01432 under the authority of 10 USC, Section 18240 (extract attached). Army Reserve property consists of approximately 9+/- acres of land with 70,207 SF of building area. The buildings were constructed between the 1940's and 1960's. These buildings include a 34,000 SF vacant airport hanger, a 22,088 SF vacant airport hanger, a 12,679 SF office/classroom space, and 1440 SF of modular/storage area. All utilities are available at the site. This property has no direct access or frontage on Great Road. There is easement access through a narrow connector road. The party selected to be the exchange partner must construct a Range Operation Building at Fort Devens Range Control Complex, located at the South Post Range Area, Jackson Road, Fort Devons, MA 01434. The building must be built in accordance with the DD Form 1391 (Exhibit A). Interested parties shall provide a letter guaranteeing a minimum available Line of Credit in the amount equal to the total estimated value of the proposal as listed above. This letter shall be from a reputable financial institution, as determined by US Army Corps of Engineers (USACE), incorporated in the United States of America, addressed to USACE, Savannah District, and guarantee that the Line of Credit will be available for the duration of the proposed exchange project. The letter must be received by USACE, Savannah District Real Estate Division at the address below by 17 January 2014, no later than 5 p.m., Eastern Standard Time (EST). Interested parties, who have been deemed serious potential exchange partners, will be provided an opportunity to assess the properties offered, and helped to further understand Army's requirements.
