Description
The response due date to this Sources Sought Notice has been extended to 1600 EST 12/18/2013, pending further information. This is a Sources Sought Notice. This is for informational purposes only, and not a guarantee of work. The National Park Service intends to solicit Human Resources Consulting Service. The proposed place of performance is Philadelphia, PA. This proposed contract may include a base plus two option periods. The NAICS code and size standard for this procurement is 541612 and $14.0 million. This proposed contract will be a total set-aside for Service Disabled Veteran Owned Small Business. The proposed period of performance is February 1, 2014 January 31, 2017. The contractor shall work collaboratively with hiring managers to source for non-competitive eligible candidates for vacant positions throughout the North East Region of the National Park Service. Services will include pre-recruitment consultation. Contractor will review the position description and the position requirements with the hiring manager and work collaboratively to develop a sourcing strategy. Upon identification of best qualified talent pool, the contractor will submit candidate resumes to the hiring manager for technical review. Once approved, the contractor will work with the hiring managers to schedule the interviews. The contractor should also provide consultative services prior to and throughout the interview process to include interview question development, interviewer coaching, interview team development and the best interview format (1 on 1, panel, etc.) for the vacancy. Upon completion of the interview process and selection of best qualified candidate, the contractor will supply the best qualified candidates documentation verifying his/ her non-competitive eligibility. The contractor should be a Service Disabled Veteran Owned Small Business. The contractor should have successful past performance recruiting for candidates eligible for non-competitive appointments with the Federal government and be able to provide references that can attest to this success. The contractor should have a working knowledge of the National Park Service and its various disciplines and should have the capacity to adequately support all of the sites and parks within the entire Northeast Region, which spans from Maine to Virginia.
