- Product Notification Form I. BACKGROUND AND OBJECTIVES National Security Technologies, LLC (NSTec), as a contractor and technical agent for the federal government, is seeking information on intrinsically safe, commercial off the shelf (COTS) Direct Read Portable Colorimetric Tubes (PCT) for Chemical Vapor Detection. The detection must be for gas phase vapors and be based on color change chemistry. Operation of equipment may be manual or powered. Applications may include detection of toxic industrial compounds/materials (TICs/TIMs), explosives, weapons of mass destruction (WMD), chemical agents (CA) and other chemicals of interest to the emergency responder communities. Once eligible equipment has been identified, additional information will be requested in a Product Summary Questionnaire. A NOTE REGARDING THIS RFI: This RFI is for information gathering and planning purposes ONLY, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The CONTRACTOR, as an agent for the Government, DOES NOT intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. The Department of Homeland Security (DHS) Authorized Equipment List (AEL) item number for this equipment is AEL# 07CD-01-KCTC Kit, Colorimetric Tape/Tube/Chip - see https://www.llis.dhs.gov/knowledgebase/authorizedequipmentlist/kit-colorimetric-tapetubechip. The target audience for this information is the emergency responder community. All submittals should be about direct read portable colorimetric tubes for chemical vapor detection that meet the specific needs of this target audience. Review of this information is being performed for the DHS System Assessment and Validation for Emergency Responders (SAVER) Program. DHS established the SAVER Program to assist emergency responders making procurement decisions. Located within the Science and Technology (S&T) Directorate of DHS, the SAVER Program conducts objective assessments of commercial equipment and systems, and provides those results, along with other relevant equipment information, to the emergency responder community in an operationally useful form. Information provided by the SAVER Program will be shared nationally with the emergency responder community, providing a life- and cost-saving asset to DHS, as well as to Federal, state, and local responders. For more information on the SAVER Program, visit https://www.llis.dhs.gov/knowledgebase. II. SUBMISSION OF INFORMATION Respondents are required to complete the attached Product Notification Form. The following information is requested in the Product Notification Form: 1. Company information, including name, address, and website; 2. Business type (manufacturer or distributor); 3. Point(s) of contact for follow-up information, and the point(s) of contact's name, title, phone number and e-mail address; and 4. Product name(s), specifications and images 5. List of current users in the Emergency Responder communities By providing information in response to the RFI, you agree that the SAVER Program may use both the equipment information and any images provided by the Vendor directly, or information and images available on the Vendor website. For eligible products a Product Summary Questionnaire will be sent to request information of specific interest to the Emergency Responder communities. NOTE: All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, in response to this RFI, do not submit proprietary information, defense article information, or any technical data controlled by Export Administration Regulations (EAR) or International Traffic in Arms Regulations (ITAR). Responses to this RFI must be submitted no later than 5:00 PM PST, January 10, 2014. Carey, Sr. Procurement Specialist, via email at careyca@nv.doe.gov. III. OTHER The submitted information will be evaluated for inclusion in SAVER projects and reports. Determination as to an individual product's suitability will be made by NSTec based on the objectives of this request. Consequently, follow-up requests for feedback should not be made through the Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. If a SAVER project on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Vendor provided information may be reformatted for publication in SAVER Program documents. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. Submission of vendor information constitutes consent to publication of that information in SAVER Program documentation.
