- Description
- This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. Synopsis is as follows. This anticipated solicitation will be to procure Bulk Concentrate SAE AMS 1424 Propylene Glycol-Based Type 1 Fluid UCAR PG a type of Type 1 deicing fluid with delivery occurring at the 182nd Airlift Wing, Peoria, IL 61607. The contractor shall provide delivery to Peoria, Illinois. Delivery shall include the specified amount of gallons of the Bulk Concentrate SAE AMS 1424 Propylene Glycol-Based Type 1 Fluid UCAR PG on an as needed basis. Award will be made to the offeror whose offer represents the best value to the Government price and other factors considered. The contemplated blanket purchase agreement is to have a base period, with the amount of time for this base period to be detetermined, along with four one-year option periods. This acquisition will be a brand name only acquisition. A separate written solicitation will be issued as a Request for Proposal on or about 6 January 2014. The solicitation will be 100% set-aside for small business concerns. Following the issuance of the Request for Proposal, it is anticipated that the Government will award a firm fixed-price blanket purchase agreement based on best overall value to the Government. The contractor shall provide aircraft deicing fluid to the 182nd Airlift Wing, Peoria, IL 61607. The Contractor will provide all personnel, equipment, materials, tools, supervision, shipping and transportation necessary to meet all delivery requirements specific to the forthcoming solicitation. The NAICS code for this requirement is 488190 with a corresponding small business size standard of $7.0 million. The Government will make a single award of a blanket purchase agreement to a responsible offer which is the most advantageous to the Government on the basis of a best value evaluation process. Issuance of the solicitation will be on or about 6 January 2014 and will close on or about 6 February 2014. The solicitation will be posted electronically to the Federal Business Opportunities website only. NO HARD COPIES will be sent. Once the solicitation is posted, it is incumbent upon the interested parties to review the site frequently for any updates/ amendments to any and all documents. All prospective contractors must be registered in the System for Award Management (SAM) database in order to be eligible for award. Be aware that the government does not currently have funding for this project. This notice does not obligate the government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Any resultant award will include DFARS Clause 252.232-7003, 'Electronic Submission of Payment Request.'
