Description
Aircraft Deicing Fluid J&A The 182nd Airlift Wing, Peoria, Illinois intends on procuring Bulk Concentrate SAE AMS 1424 Propylene Glycol-Based Type 1 Fluid UCAR PG a type of Type 1 deicing fluid with delivery occurring at the 182nd Airlift Wing, Peoria, IL 61607. Approximately $50,000.00 per year for this product, delivered on site within three days of receipt of order. This deicing product (blend/mix) is the only one that meets the environmental requirement based on the active and inactive ingredient mixture that is used in the deicing fluid. Air Force Technical Order 42C-1-2 states the deicing tankers cannot be brought down to the 10% level. This 10% level would be required to permit the use of a new chemical manufacturer without creating a critical and hazardous situation with incoming and outgoing aircraft during the winter environment. If the Government were to accept other companies deicing mixtures it would require a significant purge of the concentrate already in use within the storage tank and delivery vehicles. This would cause waste of any product that is left over. The new deicing fluid's chemical components would need to be reviewed by the ESOMIS to ensure that the mixture of the previous deicing fluid and the new deicing fluid wouldn't cause a potentially hazardous environment for personnel. Additionally, the manpower to conduct the purge and cleanup would incur additional costs and delays. Finally, there would be additional costs in re-labeling all container storage, implementing new usage guidelines, and re-training of all aircraft technicians that maintain deicing duties. Ascent Aviation Group has been the only company to provide this supply as exhibited through procurement history (J&A attached.) Interested parties may identify their interest in, and capability to respond to future requirements of this nature by submitting documentation indicating their capabilities and qualifications to the identified point of contact no later than 27 December 2013. The information received will be considered solely for informational purposes and the Government will not pay for such information received.
