Description
The National Institutes of Health (NIH), National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to award a purchase order to BME Systems, Inc., 3300 Hudson Street, Baltimore, MD 21224 for custom built ethanol feedback system and updated exposure chambers to be installed to existing BME systems. Pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. BME will design, fabricate and implement eight, four-cage vapor chambers to complete the existing Ethanol Administration System. Sensors will be implemented so that the EtOH concentration for each chamber can be continuously monitored. In addition, BME will implement a closed-loop capability to make the system insensitive to minor variations in peristaltic pump rate due to tubing wear. The sole source determination is based on that BME programmed and installed the existing equipment and will be able to install a new custom part to engage this equipment without delay. In compliance with Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. This notice of intent is not a request for competitive proposals, however; all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the RFQ NIH-NICHD-14-006 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. All interested parties to this solicitation may request a copy of the RFQ package in writing to the attention of Ms. Patricia Haun at National Institute Child Health and Human Development (NICHD), 6100 Executive Blvd., Room 5Z00, Rockville, MD 20815 or via email Haunp@mail.nih.gov. All requests must contain offerors name, address, telephone number and fax number. Email addresses are encouraged but not mandatory PLEASE NOTE: In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR].
