- The U.S. Department of State, Office of Acquisition Management intends to issue a Sole Source Brand Name Requirement to Safenet, Inc., 4690 Millennium Dr Ste 400, Belcamp, MD 21017-1523. LI 001, SC650 Smartcard, DoS AW, FIPS 201 Plastic, Module, Programmed, with Applets,(Dos price based on overall expectations of approx. 24,000 cards for this DoS project) - Safenet P/N: 911-500000-202., 5000, EA. This is for information purpose only. All interested parties are encouraged to contact the primary point of contact listed via email (ONLY) on this announcement for further information if necessary. NOTE: Justification and Approval (J&A) for Other than Full and Open Competition 1. (U) The Office of Acquisition Management is conducting this acquisition for Safenet Smartcards on behalf of IRM/OPS/ITI/SI. 2. (U) Nature and/or description of the action being approved: New purchase order for SC650, smartcards Items to be procured, i.a.w. FAR 13.501. 3. (U) A description of the supplies or services required to meet the Department's needs: SC650, Smartcard, DoS AW, FIPS 201 Plastic, Module, Programmed, with Applets. The estimated value of this acquisition is $205,000.00 4. (U) An identification of the statutory authority permitting other than full and open competition. 41 USC 253(g) and FAR 13.501, Only one responsible source is capable of responding due to the unique or specialized nature of the work. 5. (U) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: (REDACTED) 6. (U) A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable: Safenet has not authorized any company as a reseller for this product vendor. Therefore, the Department verified the current applicability of NSS' directive and no other brands or sources were sought. 7. (U) A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. The Contracting Officer will make a fair and reasonable price determination based on market research, comparison of previous purchase prices found reasonable, or a comparison with similar items in related industry. 8. (U) A description of the market survey conducted and the results or a statement of the reasons a market survey was not conducted. (REDACTED) 9. (U) Any other facts supporting the use of other than full and open competition. (REDACTED) 10. (U) A listing of sources, if any, that expressed, in writing, an interest in the acquisition. N/A 11. (U) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. Include a statement that this J&A for other than full and open competition will be published on FedBizOpps in accordance with FAR Section 6.305 within 14 days of award (or within 30 days if the J&A is for unusual and compelling urgency.) Acquisitions conducted under simplified acquisition procedures are exempt from the requirements in FAR Part 6. Nonetheless, this Justification will be publicized and sensitive information will be redacted on FedBizOpps with the Combined Synopsis/Solicitation, in accordance with FAR 5.102(a)(6) and FAR 13.501(a)(1)(iv).
