Description
Subject: Request for Information (RFI) or Sources Sought, Synopsis for VA Wide Subscription to Contractor Responsibility Business Information Reports, Department of Veterans Affairs Strategic Acquisition Center - Frederick. The Department of Veterans Affairs (VA) has a requirement to procure business Information reports to support all Enterprise Wide procurement operations. VA requires a nation-wide subscription for access to vendor business reports in order to determine contractor responsibility. Federal Acquisition Regulation (FAR) Part 9 states that purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only. Responsible contractors must have the financial and technical resources (including expertise) to provide the Government the supplies or services required under the prospective contract. Business practices, including ethics and past performance shall be considered. Providing VA acquisition personnel with real-time access to business intelligence and a nation-wide subscription will facilitate VA efforts to create a comprehensive, consistent and actionable contractor evaluation process. The scope of work includes the following; "Subscription services access to business Information subscription for nation-wide vendor qualification information services through either a: Fixed rate service, to include an unlimited number of reports and self-guided training tutorials; or "Pay as you go service, to include a flat rate / declining rate based on the number of reports delivered; or "A hybrid approach to include both fixed rate and pay-as-you-go services. The VA will require access to business data that includes specifically but not limited to; Company information, profile, financial information, credit ratings, business history, corporate and business registration, business activities, operations information, Federal contract information, claims, fees, fine, penalties and other miscellaneous debt information, and recent financial information within 1 year. This will require access to a minimum of 25,000 to a maximum of 75,000 reports annually. VA also requires Risk Monitoring service that will proactively notify VA procurement officials of key changes to the financial health of contract awardees. Information services providing business profiles and analyses of suppliers, supplier evaluation, management, financial performance, product availability and offerings, and operations. This functionality will ensure VA contracting personnel are informed of critical events. The VA will require training to be made available to all VA staff that will include but not limited to how to access the information may include training tutorials, modules, quick guides, and helpdesk support throughout the life of the contract. VA may require structured and unstructured data to be integrated into the VA acquisition systems, specifically but not limited to Electronic Contract Management System (eCMS). Data integration would be provided through standard web services. Possible task under requirement includes but are not limited to the following; "The contractor shall provide unlimited access to VA employees and VA contractor support staff to business information reports. VA requires the option to administer all accounts. "The contractor shall provide domestic and international reports based on the selected delivery method. All reports will be made available to VA users via a standard internet portal. "The contractor shall provide monthly usage reports to the COR due at the end of each calendar month. "The contractor shall coordinate user access with the COR. If VA determines that access control be handled by the contractor, access will be provided to the VA user within 2 business days of an official request. "The contractor will provide regularly scheduled training classes for the purposes of ensuring that the VA contracting staff has adequate understanding of the data, and how to access and save data/reports. "The contractor shall provide an interface method (web services) that will allow access to supplier data via the VA approved acquisition system. The interface will provide data to the VA acquisition system based on business rules and logic, and will deliver both structured and un-structured data back to the VA source system. Period of Performance-The period of performance shall be from the date of award for 12 months and four one- year option periods. This sources sought encourages potential contractors to submit a non-binding statement of interest and documentation substantiating they have a product they feel meets the stated requirement. Further, it is intended to assess industry's capability to support and/or develop an adequate solution to the Government's continuing need(s). The Strategic Acquisition Center- Frederick (SAC-F) is requesting responses from qualified business concerns; the qualifying NAICS code for this effort is 518210 "Data Processing, Hosting, and Related Services". This RFI is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 518210. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. Responses to this RFI or sources sought are not considered adequate responses to any corresponding solicitation announcement. All interested offerors will have to respond to any resulted solicitation that maybe issued. PLEASE INDICATE WHETHER YOU HOLD A GSA FEDERAL-SUPPLY SCHEDULE CONTRACT THAT COVERS THESE PRODUCTS AND, IF SO, THE CONTRACT NUMBER. Provide BUSINESS SIZE AND SOCIO-ECONOMIC STATUS; (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantages business (c) If disadvantages, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and/or the VetBiz Registry at http://vip.vetbiz.gov. If not, please NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry (i) provide current commercial pricing for all items listed above. Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (l) other material relevant to establishing core competencies of the firm. Please submit your capabilities statement by 3:00 pm EST, December 23, 2013. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or sources sought.
