- This Draft PBWS is for informational, planning, and market research purposes only. Please note that NAICS 541620, Environmental Consulting Services, also applies to this project. This Request for Information (RFI) is for information and planning purposes only. It does not constitute a Request for Proposal (RFP) or a Request for Quote (RFQ) and is not to be construed as a commitment by the government to either procure any goods or services or to pay for the information received. RFI responses will be used solely for planning purposes and responses received from this RFI will not be posted in FedBizOpps. The General Services Administration is exploring acquisition strategies for the Madera Canal Capacity Restoration Project Feasibility Study on behalf of the Bureau of Reclamation, Sacramento, California as contained within the attached draft Performance Based Work Statement (PBWS). The draft PBWS is for market research and informational purposes only. All interested parties are encouraged to respond to this RFI via email to joann.ancheta@gsa.gov by 12:00 PM (Pacific Time) on January 6, 2014 and to provide a capability statement which includes a brief description of your firm’s experience in performing efforts of similar size and scope, project references, and a company profile that includes your NAICS code, business size and DUNS number. Also, please respond to the following questions: 1. For budgetary planning purposes, what is your projected cost for this project? Please provide a break down by labor, travel, and materials. 2. What is the likelihood that you would submit an offer? 3. Please provide any comments or questions regarding the draft PBWS that require clarification or additional information. 4. Provide any suggestions or recommendations on this requirement. 5. Please identify any assumptions that your firm would have to make based upon the draft PBWS as currently written. 6. Do you feel this PBWS provides sufficient detail for your firm to submit a firm fixed price quotation? If this PBWS lacks sufficient detail to allow for a firm fixed price quotation, what additional information would you need to be able to provide a firm fixed price? 7. Does your firm feel that it would be able to complete the project within an 18 month period of performance after award? 8. Does your firm intend to subcontract with other firms to meet the requirements of this project? If so, who does your firm intend to subcontract with? Thank you for your assistance on this project.
