Description
This requirement W911RQ-14-R-0011 is advertised on an Unrestricted basis. Red River Army Depot (RRAD), an ISO 9001-2008 certified U.S. Army Depot, has a requirement for Garnet, Abrasive Blast Media, Almandine type, 100% Grade A, for blast cleaning metal surfaces to remove scale, rust, paint, encrusted sand, dirt and other foreign material and is used to prepare surfaces for applied finishes such as paints, plasma spray, and metal plating for RRAD use only. Only one (1) award will result from this solicitation. The solicitation will result in a requirements contract, base and 1 option year. The annual estimated quantity is 29,090 bags to be provided in 50-55 pound bags (equivalent to a full truck load) and shipped on standard size, 4-way entry pallets. Pallets shall be labeled. The Government reserves the right to increase and or decrease orders as needed to meet schedules and deadlines. SCOPE OF WORK AND SPECS FOR GARNET ABRASIVE 1. This specification establishes the requirements for an abrasive, class code 5350, to be used at Red River Army Depot (RRAD), Bldg 364. The abrasive shall be used to blast clean ferrous and nonferrous metal surfaces, such as turrets and hulls, for removing corrosion, scale and paint to provide surfaces that are clean and suitable for painting. (SSPC-SP10 Near White Metal Blast Cleaning). 2. The abrasive shall be used at existing facilities at RRAD. The abrasive shall be Almandite Garnet, uniform and sub-angular in shape. The abrasive shall be a dry free flowing 30-60 medium grade material. 3. The abrasive called for in this specification shall meet the chemical composition and physical properties specified herein and listed in SSPC-AB1. If conflicts occur between this Statement of Work (SOW) and the listed specifications, the SOW shall take precedence. Other chemical composition, properties of the abrasive shall be optional to the manufacturer. A full disclosure of the chemical composition, physical properties and sieve analysis shall be provided with the bid package. a. Chemical Composition: Silicon Oxide/Dioxide40.0% + 6% Aluminum Oxides22.0% + 6% Iron/Ferric Oxide28.0% + 5% Calcium Oxide3.0% + 2% Miscellaneous Oxides10.0% + 3% b. Sieve Analysis, U.S. Standard Screens Sieve #Percent Retained (Cumulative) 300-10% 4010-40% 5050-75% 7090-100% 4. Abrasive shall be packaged in 50-55lb net weight, two-ply, craft paper bags with a perforated poly-liners and poly fill-valves on (40 bag) pallets (equivalent to a full truck load). Pallets shall be labeled. (RRAD) will accept a lesser quantity on the last delivery order. The Government reserves the right to place orders to meet schedules and deadlines. 5. A sieve analysis in accordance with U.S. standard screens (particle size distribution) certification document shall be provided with each shipment prior to acceptance. Document to be provided to Process Engineering Branch, Bldg 315/1. 6. To verify receipt of material received, the contractor must submit with invoice, a receipt from a certified weight scale before and after delivery of garnet. 7. Each shipment of the abrasive furnished shall meet the requirements of 25 TAC 289.259(d)(5)(c) and shall be so stated in a Certificate of Compliance. The maximum radiation exposure level shall not exceed 50 micro roentgens/hour measured within one inch of the unshielded surface of the palletized material. Radiation survey instruments used shall meet the requirements of 25 TAC 289.259(e). Results of tests for radiation exposure levels for each shipment shall be included with the shipment. End of SOW.
