- 8(a) SOW (fraft) for TSC Operations Support The FBI is issuing this "Sources Sought" notice for performing market research to ddetermine potential vendors who are: (a) SBA Certified 8(a) vendors (ISO 9001 preferred), (b) Holds offerings under Mission Oriented Business Integrated Services (MOBIS) - Schedule 874, Special Item Number (SIN) 1 and/or 7; (c) Assigned North America Industry Classification Codes (NAICS) 541611 and 541990; and (d) With an associated minimal Business Size Standard of $5M. The FBI requires Operational Support in 8 hour shifts but on a 24/7/365 basis, which will support other local, federal, and tribal agencies. The Support Sites are primarily located in Vienna, VA and the domestic United States. The general scope of work includes, but is not limited to, operational analysis, program coordination, and facilities administration support. Of particular concern, the vendor's should have facility and personnel clearance capability to the Top Secret level. Details can be found in the attached draft "Statement of Work". 8(a) Concerns responding to this Sources Sought Notice must: (a) Indicate their company's applicable small business category based on the size standard abobe. (b) Provide capability statements which include your companies entry-level to senior level operational analysis services. Specifically address your capabilities in meeting the following security requirements: This effort requires that the contractor have access to classified National Security Information. Classified information is Government information that requires protection in accordance with Executive Order 12958, Classified National Security Information, and supplementing directives. All Offeror's must have a DOD Facility Clearance at the time of proposal submission. All Contract employees are required to obtain a Top Secret security clearance with SCI eligibility by the start of the performance period, and these must be maintained throughout the contract term. (c) Interested parties shall e-mail their responses to karen.king@ic.fbi.gov no-later-than 11:59pm on December 18, 2013. Responses shall not exceed 10 pages in length, using industry standard 12-pt Times New Roman font. Other forms of submission will not be accepted or considered. Further requests for additional information or meeting with the CO or FBI Programmatic officials will not be granted at this time. The Govenrment will likely only issue the RFP to those vendors that respond and are deemed eligible based on their response to this Sources Sought Notice.
