- A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, Woman Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is for the Dewatering of two lock chambers, cleaning of miter gates and culvert valves, replacement of air bubbler and grease lines located in the lock chamber along with solenoid valves on the bubbler system, the repair of culvert valve latching bars, and the addition of a culvert valve support beam. Remanufacture eight miter gate and eight culvert valve cylinders and fabricate two new miter gate and two new culvert valve cylinders. Included are all efforts to uninstall ship, rebuild, fabricate, reinstall, and test hydraulic cylinders. Replacement of lock's control systems. The existing programmable logic controller (PLC) control system shall be replaced with new PLC control system and programming logic, including HMI screens (terminal control screens), interlocks, PLC equipment and environmental considerations for equipment. Contract duration is estimated at 1,095 days. The estimated cost range is $5M-$10M. NAICS is 237990. The Estimated Advertisement Date is 21 January 2014 and the Estimated Award Date is 07 March 2013. All interested Small Businesses, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business contractors should respond to this survey by email NLT 30 December at 10:00 am EST. Responses should include: (1) Identification and verification of the company's small business status. (2) The level of performance and payment bonding capacity that the company could attain for the proposed project. (3) Descriptions of Experience - A. Projects similar in scope to this project include: 1. Lock rehabilitation work on 1,200 foot chambers 2. Removal and install of miter gate and culvert valve cylinders 3. Programmable logic controller (PLC) control systems install. B. Projects similar in size to this project include: 1. Lock rehabilitation work on 1,200 foot chambers 2. Removal and install of miter gate and culvert valve cylinders 3. Programmable logic controller (PLC) control systems install. C. Projects similar in dollar value to this project include: 1. Lock rehabilitation work on 1,200 foot chambers 2. Removal and install of miter gate and culvert valve cylinders 3. Programmable logic controller (PLC) control systems install. Base on the definitions above, for each project submitted, include: a. Current percentage of construction complete and the date when it was or will be completed. b. Scope of the project. c. Size of the project. d. Dollar value of the project. e. The portion and percentage of the project that was self preformed. (4) A statement of the portion of the work that will be self performed on this project, and how it will be accomplished.
