Description
Anticipated Issue Date: January 6, 2014 Anticipated Closing Date: March 6, 2014 This synopsis is being posted on the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. This requirement is for the design/development, two first articles, and manufacturing of Advanced Secondary Propulsion Unit(s) Motor Controller (ASPU) for a submarine. An offeror must have the capability to design and provide a design package, including software and all drawings, first articles, production, and identify critical spares for ten (10) motor controllers supporting 325 HP motor for ASPUs aboard the SSN 23. To be eligible, an offeror must be registered in the System for Award Management (SAM),and meet the requirements of the solicitation including a facility security clearance of confidential. Applicable documents include but are not limited to: -MIL-E-2036 Revision D, Enclosures for Electric and Electronic Equipment, Naval Shipboard -MIL-DTL-2212 Revision J, Contactors and Controllers, Electric Motor AC or DC, and Associated Switching Devices -NAVSEA S9074-AR-GIB-010/278, Requirements for Fabrication Welding and Inspection, and Casting Inspection and Repair for Machinery, Piping, and Pressure Vessels -DOD-STD-1399, Section 300B, Interface Standard for Shipboard Systems Electric Power, Alternating Current -MIL-STD-461 Revision F, Requirements for the Control of Electromagnetic Interference Characteristic of Subsystem and Equipment -MIL-STD-1474 Revision D, Department Of Defense Design Criteria Standard Noise Limits -MIL-STD-740-2(SH), Structureborne Vibratory Acceleration Measurements and Acceptance Criteria of Shipboard Equipment -SEAWOLF Class Project Peculiar Document No. 802-6335704, Shock Tests, H. I. (High Impact) Shipboard Machinery, Equipment and Systems, Requirements for -MIL-STD-31000, Detail Specification, Technical Data Packages -MIL-S-901 Revision D, Shock Tests, H.I. (High Impact), Shipboard Machinery, Equipment, and System Requirements for -SS-473, Revision K or later, Specification for Software Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) plans to enter into a Firm-Fixed Price (FFP), single-award, Indefinite Delivery, Indefinite Quantity contract (with a minimum funding of the design and a maximum of ten (10) units including first articles). The contract will cover a (5) five-year ordering period. Delivery of the production units shall begin no later than November 2016 and complete (including testing) no later than November 2017. Delivery FOB destination is required. The Government intends to award to the responsible contractor on the basis of best value (tradeoff process in accordance with but not limited to the Federal Acquisition Regulation (FAR) 15.101 and 101-1.) The factors and associated sub factors will evaluate an offeror's Technical, Past Performance, and Price. To have adequate time to propose, the offeror must request the technical data/specification no later than two weeks after the solicitation is available. The solicitation will be available on or about January 6, 2014 at FedBizOpps, located at http://www.fbo.gov. No hard copies of the solicitation will be mailed. Responsible resources may submit a proposal, upon issuance of the solicitation, which shall be considered by the agency. It is the responsibility of the interested offerors to monitor FedBizOpps for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. It is the responsibility of the offer to submit offers to the point of contact (POC) at PSNS. The POC is Mrs. Nicole Napier-Kurdelski, Tel: 360-476-4470 or email r.napier@navy.mil. It is the responsibility of the offeror to contact the PSNS POC for a copy of the technical data. Reference the above solicitation number when responding to this notice. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
