- NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT The Defense Information Systems Agency, Ft Meade, intends to negotiate a sole source award with Johns Hopkins University/Applied Physics Laboratory, 11100 John Hopkins Road, Laurel, MD 20723-6099, to provide Nuclear Command Control & Communications (NC3) engineering, research, and development capabilities and services for the Strategic and National Command, Control, Communications, and Intelligence (SNC3I) Joint Systems Engineering and Integration Office (JSEIO) within DISA software and hardware solution space (e.g., communication collection and dissemination platforms, networks, sensors, decision support models, mobile platforms and cyber security requirements). The resulting contract will be for a Base and 4 Option Years. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to the authority of FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
