Description
U.S. Army Contracting Command-Redstone Arsenal, AATD Contracting Division (AATD Contracting), Fort Eustis, Virginia, intends to negotiate on a sole source basis in accordance with FAR 13.501 with Vertol Systems Company, Inc., located 1001 Airport Road, Destin, FL 32541-2895, a firm fixed priced contract. The proposed contract action is for Combat Search and Rescue Instructor training on the Mi-series rotary wing aircraft only available from the company named in this notice. The Government requires a total of three courses. Each course will consist of two (2) pilots, one (1) flight engineer, and one (1) pararescue jumper and should take no longer than twelve (12) weeks. All three courses should be completed no later than seven (7) months from award of the contract. Training services must include certified instructor pilots, a certified program of instruction, operators manual, and diplomas/certificates of completion. In addition, all training must be performed within the continental United States. The above services are being sought from Vertol Systems Company, Inc. as they are the only company in the continental United States that has been found to own, operate, and conduct program of instruction and support capability that can supply the required services with both qualified instructors and available Mi-Series rotary wing aircraft. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals or capability statements. This notice of intent is not a request for competitive proposals. The Government will review and consider all capability statements or proposals received within the closing date set in this notice solely for the purpose of determining whether to conduct a competitive procurement. All written submissions should be submitted no later than December 17, 2013 at 12:00 p.m. EST electronically via the Safe Site (https://safe.amrdec.army.mil/SAFE/) or in hard copy to the Aviation Applied Technology Directorate, Attn: CCAM-RDT (Erika Matthews), 401 Lee Blvd., Fort Eustis VA 23604-5577. The Government retains the sole discretion on the decision whether or not to conduct a competitive competition based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
