Rotary Wing Aircraft Safety Inspector, Lakeside, AZ Issuance Date: 12/06/2013 Closing Date: 01/06/2013 SOLICITATION NUMBER: PSC-14-015-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: The US Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A) provides operational planning, logistical support and contract oversight for the INL counter-narcotics aviation program in Central and South America, and Southwest Asia. The Office of Aviation performs this mission using a fleet of fixed and rotary wing aircraft, Contractor personnel, and Government and personal services contractor personnel, operating in the United States, various Latin American countries and Southwest Asia. PURPOSE: This personal services contract (PSC) provides aircraft quality assurance and safety oversight for the re-manufacture of INL/A rotary wing aircraft and act as the on-site representative of the INL/A Chief of Maintenance. Additionally, the Rotary Wing Aircraft Safety Inspector (RW ACSI) will perform Government Acceptance Test Flights (ATF) and could be tasked to provide academic and flight instruction in single and multi-engine helicopters, worldwide in support of the DoS RW Maintenance and Standardization Program. He/she performs duties in accordance with INL/A Maintenance Directives, the Federal Acquisition Regulations (FAR), applicable technical manuals, Army Regulation 95-20 and the Department of State Aircrew Training Program. RELATIONSHIPS: The incumbent works under the direct supervision of the Chief, Maintenance Division. The Division Chief provides general direction in terms of broadly defined aviation policy/mission/ functions, and contractual procedures; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is to be correct and results will be reviewed for timeliness and effectiveness. DUTIES AND RESPONSIBILITIES: 1. Apply specialized and professional knowledge, in the analysis of manufacturing and conformance issues. 2. Provide comprehensive oversight and adherence of production schedule 3. Assure contractor maintains an effective Quality Assurance Program in accordance with the facility certification. 4. Perform audits on contractor processes to determine conformance to approved standards. 5. Develop Quality Assurance Surveillance Plan (QASP) that incorporates risk mitigation based on pre-defined inspections and/or audits. Acts as the Department of State representative on Material Review Boards (MRB) 6. Reviews and evaluates discrepancies in quality characteristics, manufacturing methods and techniques, special processes, inter-relationships of functional parts or subassemblies, and measurement/testing techniques to determine if within contract scope. 7. Annotate repairs as Over and Above (O&A) after resource allocation determination. Unresolved cases will be forwarded to the Chief of Maintenance with recommendations. 8. Review and approve, with coordination from Chief, Maintenance, changes to contractor engineering diagrams. 9. Provide technical advice and assessment of operational effectiveness that facilitate continuous process improvement. 10. Issue, track, and evaluate supplier responses, and closes Product Quality Deficiency Reports (PQDRs). Participates in Configuration Control Boards and provides recommendations to the contractor and INL/A Chief of Maintenance. 11. Perform Government acceptance (DS 127) of aircraft (to include test flights), components, and deliverables as specified in the aircraft re-manufacturing contract. 12. Coordinate evaluations and inspections by outside agencies such as the FAA, GSA, OIG and the GAO. Resolve issues resulting from audit and inspection activities. 13. Evaluate processes and makes recommendations for effective organizational changes. 14. Ensure Contractor compliance with AR 95-20 and execute the duties of the Government Flight Representative in accordance with the Ground and Flight Risk Clause. 15. Prepare periodic contractor performance/quality reports for the Maintenance Manager. 16. Perform other duties as assigned by the Maintenance Manager or Program Director. MINUIMUM QUALIFICATIONS: 1. US Citizen, able to obtain/maintain a Department of State Secret security clearance 2. Incumbent is required to successfully complete a FAA second-class medical examination and flight checks annually. 3. Knowledge of International Standards for Organization (ISO) 9000:2000 processes for total quality management and quality assurance. 4. Knowledge of U.S. FAA Regulations, including FAR Parts 1,61,67,91, 133, 135,137,141,143, and NTSB 830. 5. Experience as a UH-1 series maintenance test pilot, maintenance test flight evaluator, and acceptance test pilot. 6. Certification as a FAA Commercial Pilot Rotorcraft, Helicopter or a U.S. Military Helicopter Pilot. Minimum of 1,500 hours of flight experience. 7. Ability to analyze schematics, interpret technical drawings and technical manuals. 8. Knowledge of functional policies, principles, mission objectives, and administrative guidelines, such as Federal Acquisition Regulation and supplements, agency and organizational regulations/procedures, to provide technical advice and assessment of operational effectiveness. 9. Skill in written and oral communications Preferred Knowledge and Skills: 1. Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques. 2. Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials. 3. Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations. 4. Government Flight Representative (GFR) course graduate. 5. Contracting Officer Representative (COR) course graduate. 6. Skill in establishing effective interpersonal relationships. COMPLEXITY 1. This position involves applying a wide range of quality assurance principles and techniques to plan and oversee government quality assurance activities assigned. The incumbent will be required to be highly versatile and innovative in decision making, problem identification and solving, and when dealing with contractor and contracting office personnel including leadership from varied functional disciplines. The incumbent will ensure adequate quality assurance coverage and determine effectiveness on contractor manufacturing operations. 2. The incumbent must provide rotary wing maintenance test flight training and evaluation to U.S. Government, and contractor pilots. PHYSICAL DEMANDS Work is physical and sedentary in nature and involves activity at both the manufacturing facility and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required to successfully complete a FAA second-class medical examination and flight checks annually. WORK ENVIRONMENT Primarily, the RW AC Safety Inspector works in a manufacturing facility, office or aircraft hangar with some travel for meetings, conferences, technical reviews, and field inspections/flight evaluations. Flight duties are performed in UH-1 series helicopters at the rotary wing repair facility and at the main base at Patrick AFB, Florida. However, the incumbent may be required to perform flight duties at other program sites. The potential exists to be exposed to toxic chemicals/materials (either known or unknown) when observing the process and production operation. PRE-AWARD ETHICAL RESPONSIBILITIES This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. EVALUATION CRITERIA: Factor 1. Contract Oversight - 35% Demonstrated ability to apply established statistical quality control plans and methods to operations concerned with the overhaul of UH1 series helicopters. Demonstrated ability to apply knowledge of the Rotary Wing characteristics; production methods; special processes; interrelationship of parts, components, and subassemblies; inspection and test techniques; and preservation, packaging, and packing methods to determine conformance of product to technical requirements of the contract and related specifications. Factor 2. Government Flight Representative Oversight - 35% Demonstrated ability to ensure that contractor ground and flight procedures are in accordance with AR 95-20 Demonstrated ability to evaluate contractor test pilots per AR 95-20 Factor 3. Experience/Past Performance - 30% Evaluation of applicant's past performance in determining ability to perform under the contract. In conducting the evaluation, the US Government reserves the right to utilize all previous professional evaluations and information available at the time of evaluation whether provided by applicant or obtained from other sources.
