Description
REQUEST FOR INFORMATION The Office of the Assistant Secretary for Preparedness and Response (ASPR) is conducting market research to determine whether industry has the capabilities to lease medical equipment as defined below. THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A request for information for planning purposes only. The Government may or may not issue a solicitation for this service. Any information submitted by the contractor will not be returned. The Government will not reimburse the contractor for any information submitted in response to this announcement. All interested parties shall submit their company profile, response of support to the requirements, and any pertinent information that would be useful in assisting the Government on any future solicitation that may result from this RFI. The Government also requests that the contractor submit its commercial practices, the size of its company (small or large and any other socio-economic designation), and any other pertinent information. The contractor is requested to submit no more than five pages of information by December 17th, 2013. Vendors should submit information via email to Bridget.Gauer@hhs.gov. BACKGROUND The Office of the Assistant Secretary for Preparedness and Response (ASPR) leads the nation in preventing, preparing for, responding to, and recovering from the adverse health effects emergencies and disasters by supporting our communities' ability to withstand adversity, strengthening our health and response systems, and enhancing national health security. ASPR was created under the Pandemic and All Hazards Preparedness Act in the wake of Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. ASPR focuses on preparedness planning and response; building federal emergency medical operational capabilities; countermeasures research, advance development, and procurement; and grants to strengthen the capabilities of hospitals and health care systems in public health emergencies and medical disasters. The office provides federal support, including medical professionals through ASPR's National Disaster Medical System, to augment state and local capabilities during an emergency or disaster. Under the Pandemic and All Hazards Preparedness Act, HHS is the lead agency for the National Response Framework (NRF) for Emergency Support Function 8 (ESF). The Secretary of HHS delegates to ASPR the leadership role for all health and medical services support function in a health emergency or public health event. The Office of Emergency Management (OEM) is responsible for developing operational plans, analytical products, and training exercises to ensure the preparedness of the Office, the Department, the Federal Government and the public to respond to and recover from domestic and international public health and medical threats and emergencies. OEM is also responsible for ensuring that ASPR has the systems, logistical support, and procedures necessary to coordinate the Department's operational response to acts of terrorism and other public health and medical threats and emergencies. The Division of Logistics (DOL), on behalf of the ASPR and the OEM Deputy Assistant Secretary (DAS), in order to provide a more efficient logistical response mechanism during preparedness and response operations is requesting information to understand the industry's capability and cost of providing Propaq MD Basic (Military Configuration) on a short-term lease (not to exceed 45 days) basis to support to the ASPR mission as required. 3. Statement of Objectives 3.1. The vendor, hereafter shall be referred to as "the Contractor". 3.2. The objective of this RFI is to assist the DOL during planning stages to meet potential mission requirements of providing immediate support to the nation in the event of a public health emergency. This RFI is written to understand industry's capability to balance the needs for critical requirements and establish a baseline that will aid in providing an executive understanding of how mission requirements may be supported by industry. 3.2. The Government is interested in identifying vendors capable of supplying up to one hundred and fifty (150) Propaq MD Basic (Military Configuration) on a short-term lease basis to support to the DOL's mission of supporting a national response per the below requirements as well as receiving the cost estimate associated with the service. All items shall be in "New" or "As New" condition and ready for operation upon receipt by the DOL. The Propaq MD Basic (Military Configuration) and requirements cannot be substituted without prior approval of DOL. If the vendor feels that substitutions would best serve the requirement, they will list the substitution as an option in their response. 3.3. The Contractor, as needed and requested by DOL, shall provide operational Propaq MD Basics (Military Configuration) and ancillary components as listed below to a designated location within the continental United States once requested by DOL. The Contractor with the assigned Contracting Officer Technical Representative (COTR) shall perform quality control and achieve all requirements within the specified timelines and shall standardize best practices to the extent practicable to provide for consistency. 3.4. The Propaq MD Basic (Military Configuration) will support multiple type cache configurations and/or may be deployed as a stand-alone capability. The Propaq MD Basic (Military Configuration) will be provided with the below specifications and ancillary components. If there are one-time use components, the Contractor shall identify them within their response so DOL may plan the procurement of such items in conjunction with the leased items. a. Propaq MD Basic (Military Configuration) - Propaq MD includes; a large color display capable of displaying 4 waveforms simultaneously with a high contrast and NVG friendly screens, adult, pediatric and neonatal monitoring capability, 3, 5 and 12-Lead ECG, Inovise 12L algorithm, impedance pneumography respiratons, Masimo rainbow® SET Pulse CO-Oximetry with Carboxyhemoglobin (SpCO) and Methemoglobin (SpMet), non-invasive blood pressure with SURE rapid BP technology, Microstream CO2 for intubated and non-intubated patents, three channels of invasive blood pressures, two temperature channels, ZOLL Rectlinear Biphasic defibrillator with synchronization capability, AED function with manual override, external transcutaneous pacing, waveform snapshot, vital sign trending, Life Threatening Arrhythmia (LTA) monitoring and code-markers documentation, Real CPR Help® expansion pack, advanced communications package (Wi-Fi, Bluetooth, USB cellular modem and Ethernet capable), USB port for data transfer, multiple application printer, durable handle with integral bedrail hooks. b. Configuration includes the following accessories: 12-Lead 1 step ECG Cable, Masimo SpO2, SpCO, SpMet adult reusable patient cable / sensor, Dual Lumen NIBP 10 foot Hose, Adult NIBP Cuff, Oridion etCO2 Sample Pack-Military/Air Medical, Multifunction Therapy Cable, one Dep Readiness Pack (which includes 2 pair of multifunction disposable electrodes, one package of 4 electrodes per pouch ECG electrodes, and one package of 6 electrodes per pouch ECG electrodes), ECG plain white paper - 80 mm (five rolls), six hour rechargeable Smart battery, AC Power adapter / charger, US power cord, Waterproof Propaq MD Quick Reference Guide-English, Operator's Guide, Service Manual-English-CD ROM Format, six hour rechargeable Smart battery, Single Bay Charger for rechargeable battery, and Propaq MD Soft Carrying Case. c. The Propaqs are to be delivered as follows to the requested delivery location: 1) Initial distribution of ten: Within 48 hours of notification 2) Remaining distribution: Within 72 hours of initial 10 with 10 shipped in 48 hour increments as requested b. Maintenance. Contractor will ensure all equipment is in a "prepared for operation" state upon delivery.
