Description
In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.3.1.2.1 “ the purpose of this SIR is to obtain information, which will ultimately allow the FAA to identify an Offeror that provides the best value, make a selection decision and award a contract. The FAA Western Service Area, Renton, Washington Acquisition Office, has a new effort to conduct roofing work at the Tacoma Narrows Airport in Gig Harbor, WA ATCT and base building. This is a firm, fixed price (FFP) set-aside competitive procurement for small business concern. The North American Industry Classification System (NAICS) code for this requirement is 238160, Roofing Contractors, with a small business size standard of $14M. Offerors must demonstrate NAICS code 238160 is their PRIMARY source of business. The period of performance is 120 days after the issuing of a Notice to Proceed (NTP). The total estimated contract value is between $100,000 and $250,000. A pre-offer site visit will be conducted on January 9, 2014 at 10:00 AM PST at the Tacoma Narrows Airport in Gig Harbor, WA ATCT break room. All attendees must contact Marjie Brandeen (marjie.ctr.brandeen@faa.gov) to submit Attendee information by December 27, 2013 3:00 PM PST to participate in the site visit. All Attendees must have a Government issued ID on their person at the time of site visit. FAA reserves the right to communicate with one or more Offerors at any time during the procurement process. The Offeror may begin submitting questions and comments immediately after release of the SIR/RFO and up to January 14, 2014 3:00 PM PST. Responses to questions will not necessarily change the date proposals are to be received. Offerors must submit all questions and comments via e-mail (marjie.ctr.brandeen@faa.gov), however, they must not be submitted via phone call. The FAA will respond in writing within seven (7) working days to all potential Offerors after January 14, 2014. Questions and Answers that clarify SIR details may be provided to all Offerors; however, the source of the questions will not be identified. Questions received after the time and date stated above may not be answered. MANDATORY REQUIREMENTS In order to be considered responsive, organizations expressing interest in this matter must provide the following: (a) PRE-PROPOSAL SUBMISSION: Offeror MUST submit a 'SAMPLE COPY' of the their intended manufacturer's Membrane 20-year unlimited cost labor and material WARRANTY, for PRE-APPROVAL by the FAA (b) Completed and SIGNED SIR/RFO Section A, SOLICITATION/OFFER/AWARD (Form SF-1442) (c) Completed Section B, PRICE/COST - providing additional page(s) to show cost break-out. (d) Completed Section K “ REPRESENTATIONS AND CERTIFICATIONS (e) Completed Business Declaration Page (Attachment A) (f) BUSINESS PROPOSAL (physically separate document from Technical Proposal) (g) TECHNICAL PROPOSAL (physically separate document from Business Proposal) CUSTOMER SATISFACTION SURVEY FORMS Offerors are responsible for sending the Customer Satisfaction Survey Forms (see Section J, Attachment E) in a timely manner to their References to be listed in their Technical Proposal for past performance history. Instructions for submitting the form is provided for the recipients on the face of the form. SIR/RFO SOLICITATION AND ATTACHMENTS In addition to the RFO/SIR SOLICITATION the following Attachments are included with this announcement: (A) Business Declaration Page (B) Wage Determination (Davis Bacon Act wage rates apply (C) & (D) Construction Specifications & Addendum #1 + Drawings (E) Customer Satisfaction Survey Form Offeror submissions must be received no later than January 22, 2014 3:00 PM PST via e-mail (PREFERRED) to: marjie.ctr.brandeen@faa.gov, or to the address below. The electronic submission should be in either Microsoft WORD format or portable document format (PDF). Please note that the FAA e-mail server restricts file size to 5MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. RENTON, WA 98057-3356 Offerors submitting proposals by hand-delivery to the Western Service Area Customer Service Center, within the FAA Seattle Consolidated Office Building in Renton, WA, will need to allow sufficient time to process through the security procedures in place at the ˜Visitor Control Point ™. Overnight delivery of responses to this SIR may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place in the Customer Service Center. Prospective offerors are hereby on notice that any amendment(s) issued to this solicitation will be published at http://faaco.faa.gov. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. If an amendment is issued and the offeror does not acknowledge it, the offeror may be considered non-responsive to the solicitation. All amendments must be acknowledged.
