- PERFORMANCE WORK STATEMENT FOR THE OPERATIONAL & MAINTENANCE SUPPORT FOR THE SEA FIGHTER (SF-1) This synopsis replaces the Solicitation N61331-13-R-0027/Sources Sought previously posted 09 April 2013. The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to solicit offers, from qualified 8(a) firms, for crew support, operation and maintenance of the Sea Fighter (FSF-1). Sea Fighter (FSF-1) is a wave-piercing catamaran (262 ft long/950 ton displacement/15 ft draft) powered by a Combined Diesel or Gas (CODOG) power-plant. Sea Fighter operates as a technology demonstrator/risk reduction platform home-ported at the Naval Support Activity Panama City (NSA PC), Panama City, FL. This requirement is for a contractor to provide the crew required to operate and maintain the FSF-1 during systems test and experimentation and during transit between ports. Security Clearances at the TOP SECRET level will be required. It is anticipated that this effort will be for five years consisting of a 12 month base period with four options of 12 months each. The incumbent on this effort is the Great Eastern Group, Inc. under contract N61331-11-C-0006. The requirement is be solicited as a competitive procurement action pursuant to Section 8(a), of the Small Business Act [15 USC 637(a)] and FAR 19.805. All responsible 8(a) sources may submit a proposal, which shall be considered. The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award single contract consisting of Firm-Fixed-Price (FFP) Line Items for labor and Cost Line Items for Other Direct Costs (ODCs) and Dry Docking. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE OR 8(A) SET-ASIDE BASED ON RESPONSES HERETO. An Industry Day Briefing, for this requirement, will be held on 16 January 2014, 09:00 a.m.- 11:00 a.m, Central Daylight Time (CDT), Building 110 at NSWCPCD Panama City, FL. All interested Offerors shall submit their intent to participate to Courtney Henslee, Contract Specialist, via e-mail at Courtney.henslee@navy.mil no later than 09 January 2014, 4:00 p.m. CDT. Attached is a draft copy of the Performance Work Statement (PWS). Please provide any questions on the PWS along with offerors intent to participate to Courtney Henslee, Contract Specialist, via e-mail at Courtney.henslee@navy.mil no later than 09 January 2014, 4:00 p.m. CDT. Offerors wishing to provide responses/comments to this synopsis shall do so via email ONLY to Courtney.henslee@navy.mil no later than the closing date of this synopsis. This requirement will ONLY be made available through the Government Point of Entry (GPE). The Government will NOT provide hard copies (paper sets) or CD-ROMs of this solicitation. Interested parties may download the solicitation upon its issuance from the GPE through the following web site: www.fedbizopps.gov. It is imperative that interested parties review the web sites frequently for any updates and/or amendments. The closing date of this synopsis is 16 January 2014. The solicitation will be made available on or about 31 March 2013.
