- This sources sought, N0002414R2219, is issued in anticipation of a potential future procurement. Naval Sea Systems Command (NAVSEA) is conducting market research to determine the availability of two (2) 30 feet Riverine Patrol Boat (boat), possessing the characteristics listed below. In addition, spares, and safety and rescue equipment are to be procured. The boats must be new construction, but derived from proven designs previously built by the contractor. Existing boats or conversion vessels will not be considered. All information, data, and drawings submitted in response to this announcement will be considered "open source" and available for unlimited public distribution. As such, all information must be received without restrictive markings. Do NOT submit proprietary data with the information provided. Do NOT submit any information that is classified or improperly marked as classified information (please note that this includes marking a document with the term Confidential). 30 feet Riverine Patrol Boats: The craft will be used in freshwater environment and must withstand the rigors of search and rescue in low draft operations (approximately low as 18 inches static, 12 inches on plane). The minimum expected active service of the boat is seven (7) years with storage life of 14 (fourteen) years. The boat shall be capable of operating in 20°F to 110°F and can endure storage temperatures ranging from 10°F to 125°F without damage or degradation of the boat. The intent is to procure the following boats: •1. The boats are to have the following principle characteristics: Characteristic (Approximate) Hull Material Aluminum Hull Length 30 feet Length Overall 33 feet Beam Overall 10 feet Height, Boat on Trailer ( Max ) 12 feet 9 inches Operational Draft 18 inches (static) 12 inches (on plane) Fuel Tank Capacity 140 gallons Weight (Fully Outfitted) 8,900 lbs Maximum Speed 35 knots Cruise Speed 28 knots Range (at Cruising Speed) 180 nautical miles Propulsion (Standard) Inboard Diesel with Jet Drive Crew Enclosure Center console with overhead canopy Crew Seating Two (2) persons Passenger Capacity 18 Persons Table One (1) In additional to the characteristics listed in table one (1), each boat is to be outfitted with the following: one (1) Very High Frequency (VHF) radio, loud hailer-speaker, compass, one (1) Global Positioning System (GPS), one (1) depth sounder and one (1) trailer. The electronics are not to be designed or configured for military applications. All dimensional requirements are approximation. All engines are to be inboard. NAVSEA is seeking responses from contractors that can provide the boat with the characteristic outline above. Interested sources are encouraged to submit a single compact disc (CD) containing the following: •1. A cover letter containing the following: (a) The name and address of the contractor and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business. •2. Specification (or cut sheets) that describes that the boats (in terms of hull equipment, engine specification, electrical system, command and control equipment, mechanical, etc) being offered are of existing designs that meet the above listed requirements for the 30 feet Riverine Patrol Boat. •2. All offered boat characteristics (including molded length, length overall, beam overall, beam and draft) should be identified for chart comparison. Where existing designs are not available as identified above, sources are encouraged to respond with information on boat sizes that are offered. •3. For the 30 feet Riverine Patrol Boat provide the rated performance of existing designs, and including maximum payload rating (including maximum crew/passenger complement) •4. For each 30 feet Riverine Patrol Boat, identify propulsion options offered. •5. General Arrangements drawings of a 30 feet Riverine Patrol Boat; •6. A description of the company's recent relevant experience; •7. Estimated total construction time from start of construction to delivery at the builder's facility; •8. Estimated rough order of magnitude (ROM) price for each 30 feet Riverine Patrol Boat and lead time. Companies are requested to submit all information on CD no later than 9 January 2014.
