Description
Small Business Subcontracting Template Past Performance Questionaire Synopsis ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT-ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSAL (RFP) PACKAGE TO DOWNLOAD. NOTE: THIS PROPOSED CONTRACT IS BEING SOLICITED ON AN UNRESTRICTED BASIS; THEREFORE, REPLIES TO THIS NOTICE ARE REQUESTED FROM ALL BUSINESS CONCERNS. All information needed for interested parties to submit a Standard Form (SF) 330, Architect-Engineer Qualifications is contained herein. There is no separate RFP package to download. Design or Engineering Services are required for a firm-fixed price (FFP) Indefinite Delivery/Indefinite Quantity Architect-Engineer (A-E) Contract for Environmental Planning and Engineering Services for the implementation of National Environmental Policy Act (NEPA) and Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions-Aircraft Home basing and Related Operational Issues. The principle geographic area covered by this contract encompasses NAVFAC Atlantic's AOR and the adjacent waters of the Atlantic and Pacific Oceans, including the Continental United States, the Caribbean, Europe and North Africa. Additionally, tasks associated with this contract may be assigned anywhere in the world. The general scope of this contract requires engineering services and military operations specialists, as well as the use of engineering sciences, principles, and methods of engineering analysis by individuals whose competence has been attested by a licensor as a professional engineer or certified planner. The services required from the A/E firm or joint venture include, but are not limited to, architectural engineering (A-E) or environmental services for the preparation of environmental planning documentation such as categorical exclusions (CATEX), environmental assessments (EA), and environmental impact statements (EIS) under NEPA, as well as environmental reviews and environmental studies under EO 12114. The preponderance of the work under this contract shall be the preparation of various documents to support the proposed infrastructure-related actions with respect to aircraft home basing issues. Examples of taskings required to complete this work may include analysis of home basing of aircraft, construction, renovation, and/or demolition of airfield facilities and infrastructure; base realignment and closure (BRAC) actions; and proposed operational actions related to aircraft home basing. Additionally, other tasks, studies, surveys, or documents may be required to complete the environmental planning documents including, but not limited to, environmental documentation for aircraft readiness and training operations at the home base locations and within Department of Defense-managed airspace and Navy/Marine Corps training ranges. The contractor shall use the guidelines for preparation of the NEPA documentation as contained in the Council on Environmental Quality (CEQ) Regulations (40 CFR part 1500 el Seq.); Navy Instructions as published, 32 CFR Part 775, OPNAVINST 5090.1C, Change 1, and SECNAV Instruction 5090.6A; and Marine Corps Instructions as published, MCO P5090.2A, Change 2, and the United States Marine Corps National Environmental Policy Act (NEPA) Manual. Guidance for preparing EO 12114 documents is contained in OPNAVINST 5090.1C, Appendix E. SUBMISSION REQUIREMENTS: Architect-Engineer firms desiring to be considered for this contract must submit a completed SF330 package. The SF330 shall be typed, one sided, and at least 11 pitch font or larger. Part I shall not exceed 75 single-sided 8.5×11 inch pages (ISRs and the Draft Subcontracting Plan are not included in the page limitation). The Government will allow two 11×17 foldout pages to be substituted for two of the 8.5×11 sheets in the total of the 75 pages. Introductions shall be included in Sections E and F. Please include firm's DUNS, CAGE, and TIN numbers in Block 30 of the SF330. Failure to submit an SF330 completed as required may result in an offeror's elimination from consideration. Interested firms shall submit six hard copies of the SF330 and six CDs to Naval Facilities Engineering Command, Atlantic, Code ACQ21, Attn: Kimberly Pryor, 6506 Hampton Blvd., Norfolk, VA 23508-1278. Responses are due no later than 28 January 2014 at 1500, 3:00 pm local time (EST). Late responses will be handled in accordance with FAR 52.215-1.
