Army Stationing and Installation Plan (ASIP) Technical Support Services SOURCES SOUGHT NOTICE The information received will be used within the Mission and Installation Contracting Command - Fort Sam Houston Contracting Office on behalf of the Office of the Assistant Chief of Staff for Installation Management (OACSIM), to facilitate the decision making process and will not be disclosed outside of the organization. This announcement is for planning and informational purposes only and SHALL NOT be considered an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. This office does not intend to award a contract on the basis of this Sources Sought or reimburse respondents for information solicited. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Contracting Office in developing its acquisition strategy. The Mission and Installation Contracting Command, Fort Sam Houston is seeking sources relative to the North American Industry Classification System (NAICS) code is 541512 (Computer Systems Design Services), with a corresponding Small Business Size Standard of $25.5 million capable of providing technical support of the Army Stationing and Installation Plan (ASIP) in the operation, maintenance, and enhancement of the ASIP database and web based application. The anticipated period of performance is one (1) Base Year of 12 months and two (2) 12 month options. The objective of the ASIP requirement is to provide an automated tool for tracking historical, current and projected assigned Army installation population for use in conducting installation master planning to support facility requirements development, Base Operations Support (BOS) service requirements, station/re-station analysis, as well as, Congressional inquiries and reports. The ASIP provides the Army with a database of current and projected installation planning population for the Active component, US Army Reserves, and the Army National Guard. The ASIP consists of population data derived from official Department of Army (DA) sources, in addition to input from Army installations on supported tenants, Contractors, and transient population. ASIP provides population for each official Army base with details on each assigned unit for seven years; two budge years and five programming years. The ASIP provides consistent information for Army planners to determine facility requirements, BOS requirements, validation and justification of Military Construction Army (MCA) projects, and other installation resource planning and requirements. Quarterly updating of the ASIP source data ensures data is current, consistent and allows for tracking of Army force structure changes. Various tasks required for this requirement include but are not limited to: (1) ASIP Data Integration and Lock, (2) Annual Data Integration, (3) ASIP Website and Editing Functionality, (4) Maintenance of Year-Round Editing Capability, (5) Enhance/Modify ASIP to support HQDA Users, (6) Provide ASIP Support, (7) Provide technical input for ASIP Policy and Data Requests, (8) Provide hands-on training, (9) Establish and Maintain Force Management (FM) Installation Dashboard, and (10) Establish and Maintain ASIPS Data. Vendor responses are limited to eight (8) written pages (PDF or MS Word Format) and should include: Company profile to include company name, office location(s), DUNS/CAGE Code number, Name, title, address, phone number, email address of company point of contact. Management approach to staffing this effort with qualified personnel. Also, discuss the anticipated labor categories/skill sets you foresee hiring for this requirement. Prior/current experience performing efforts of similar size and scope within the last five years, including contract number, organization supported, indication of whether a prime or subcontractor, contract value (and value of subcontract, if a subcontractor), Government/customer point of contact with current phone number and email address, and a brief description of how the referenced contract relates to the services described herein. Do you have any thoughts or concerns about reserving this requirement for small businesses? Primary risk areas and/or potential issues associated with an acquisition of this type. How do you propose to mitigate any risk(s)? Identify the contract type (e.g., Firm Fixed Price (FFP), Cost, etc.) you believe is appropriate for the requirement and any limitations to your ability to propose a FFP. Provide a (Rough Order of Magnitude) ROM estimate based on the attached draft PWS and the anticipated period of performance. Respondents are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration. Please note respondents responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government will not review general capability statements, please ensure submissions are tailored to this requirement and the draft PWS. The Government will not return any information submitted in response to this notice.
