- Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a firm fixed-price design-bid-build construction contract for the construction of P-100/P-099 Nuclear Power Training Facilities Joint Base Charleston, South Carolina. This design-bid-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. The contractor will be required to renovate a multi-story training support building (TSB-1); construct two new multi-story, blast hardened training operation and support buildings (TSB-2 and TSB-2A); construct a single story Secured Area Entry Point (SAEP) and construct a pier extension of steel and concrete piles and slabs at Joint Base Charleston, SC. A draft solicitation for this procurement was posted as a special notice on Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov under the title: DRAFT Solicitation and Industry Forum for P-100/P-099, Nuclear Power Training Facilities, Joint Base Charleston, South Carolina. An industry forum was held on December 3, 2013. Presentations from the forum are posted as an attachment to the special notice. This is a negotiated procurement utilizing a best value source selection process. Award will be made to the offeror whose total price and non cost/price proposal offers the best value to the government. Proposals will be evaluated on total price for the project. Contract award is anticipated on or around 31 July 2014. The construction completion date will be 1400 days from the date of the contract award. The estimated price range for the entire project is between $100,000,000.00 and $125,000,000.00. The NAICS Code is 236220 with a small business size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit are tentatively scheduled for January 7, 2014. Details on the site visit will be provided in the solicitation. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. UPDATE AS OF DECEMBER 13, 2013 The anticipated RFP release date has been moved to January 9, 2014. A Pre-Proposal Conference and site vistit are rescheduled tentatively for January 28, 2014. Details will be provided in the solicitation.
