- The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Research Institute of Environmental Medical (USARIEM) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with SCANCO USA, Inc., P.O. Box 646, Southeastern, PA 19399, for the procurement of a Xtreme Computed Tomography (CT) System. Specifically, the government will purchase the following items for the Bone Health Lab and Body Composition Laboratory: XtremeCT II System (RDK062513JH), qty: 1 This system is required due to the fact it is a high resolution scanner used to measure bone mineral density of the forearm and lower leg and assess the geometry, strength and microstructure of bone in three dimensions. Capabilities of this system include: 1) Low radiation x-ray scanning (Less than 1/20th the radiation of a single chest x-ray); 2) Distinct separation of compact and spongy bone; 3) Evaluation of trabecular elements-the smallest elements that make bones strong; 4) 3-dimensional analysis of the structure of bone which determines its resistance to fracture; and 5) Built-in finite element analysis which allows for determination of bone's resistance to bending with loading. These capabilities stem from the resolution of the images that are captured with the XtremeCT II ( less than 80 m). No other bone scanners are produced that have these capabilities because other scanners have a resolution that is over 500 times lower than the XtremCT II. Scanco is the only company in this market sector with this unique bone scanning capability and reflects the best value to the Government. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. This announcement constitutes the notice required by FAR 5.201. Interested persons may identify their interest by submitting a capability statement, proposal or quotation to the point of contact listed below prior to December 27, 2013. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. A written solicitation, W81XWH-14-R-0010 will be issued no earlier than December 28, 2013 which will serve as the request for competitive quotes.
