- Description
- The objective of this contract is to procure highly specialized services required to provide continued Architect- Engineer (A-E) design services in support of the Facility Repair and Renewal (FRR) Program at the U.S. Army Engineering and Support Center, Huntsville (USAESCH). The FRR program provides quick response to repair/renewal situations relating to the architectural, mechanical, electrical, civil, structural, instrumentation, communications, security, safety, systems, and cost, as well as environmental and hazardous materials abatement areas of Government facilities. In some cases the Government accomplishes the FRR projects through other design/build contracts; however, some projects will require that an A-E prepare a design package (work plan) that will then be executed by a construction contractor under another solicitation. The A-E contracts are intended to provide a variety of A-E services to include: studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals, design analyses, specifications, cost estimates, parametric estimates, equipment and systems commissioning and other related services. Contractors must have the professional qualifications necessary for satisfactory performance of the required services. A complete design, including construction drawings, specifications, a bid schedule, an order of work clause, a construction contractor submittal register, quantity and cost estimates, construction cost estimates, a proposed construction schedule, design analyses and calculations, a design document report, an engineering considerations and instructions report, and a draft operations and maintenance manual may be developed for each project. In accordance with FAR 52.236-23, Responsibility of the Architect-Engineer Contractor, the A-E Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, specifications, and other services.
