Description
Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Service Contract (MASC) for Natural Resources Related Services in Arizona, California, Nevada, New Mexico, Oregon, and Washington. Naval Facilities Engineering Command (NAVFAC) Southwest, San Diego, California, is preparing to release a Solicitation for Natural Resources Related Services at various locations in the command ™s area of responsibility. It is anticipated that most of the work will be performed in California. This procurement is set-aside 100 percent for small business. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 541690, Other Scientific Technical Consulting Services and the size standard is $14M. The Government ™s intent is to award three to five multiple award firm fixed-price Indefinite Delivery/Indefinite Quantity contracts. The resulting contracts will be awarded for a base period of one year with four one year option periods. The minimum guarantee is $5,000. The minimum guarantee applies to the five year term of the contract. The aggregate maximum dollar value, including the base year and four one year options under the resulting contracts shall not exceed $50,000,000. The Government ™s intent is to award without discussions. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, travel and transportation necessary to provide services to perform the following; Natural resource services for research, botanical, ornithological, mammal, amphibian, reptile and vertebrate surveys, wetland delineations, biological monitoring, natural resources plans, native plant community planning and restoration, wild land erosion control plans, fire management plans, analysis of the effects of military training or similar extensive land uses on natural resources at species, community, and landscape scale, and use of this information to predict ecological trends, aerial photo interpretation of land use and natural resources in non-urban areas, Geographical Information Systems (GIS), research on natural resource related topics, and preparation of interpretive materials on natural resources. Contracts will be awarded based on śLowest Price Technically Acceptable ť to the Government. Proposals will be evaluated based on the following evaluation factors: Factor 1 - Price; Factor 2 “ Past Performance, Factor 3 - Firm ™s Experience; Factor 4 - Scenario; Factor 5 - Safety. There will be no site visit, but there will be a telephonic Pre-Proposal Conference. The solicitation will be available by electronic media only and can be downloaded free of charge via the Internet from the Federal Business Opportunities Online website at http://www.fbo.gov under pre-solicitation notice N62473-14-R-1403. There will be no paper copies of this solicitation issued. Amendments will be posted on the web site for viewing or downloading. This will be the only method of distribution; therefore, it is the offeror(s) responsibility to check the website periodically for any amendment to this solicitation. Offeror(s) must be registered in Systems for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and meet eligibility requirements to participate in this procurement.
