Description
A sources sought notice is being published by the U.S. Army Intelligence and Security Command (USAINSCOM). The U.S. Army Intelligence and Security Command anticipates the need to acquire a non- attributable, web-based service, capable of accessing social media and open source information. This service will provide highly useful analysis of social media trends and events and enable users to conduct their own analysis using a custom suite of quote mark Big Data quote mark analytic tools. The following functionality should be included: Provide focused-analytics on up to 40 foreign countries and up to10 quote mark analytical themes quote mark utilizing a periodically reviewed, automated reporting interface with additional details prioritized or delegated by the Client to other organizations. oAnalytical themes include political, military, economic, social, infrastructure, and information systems of foreign states (PMESII) and prioritized themes such as sentiment analysis. oCountries shall be prioritized by the government for focused-analytics but will not exceed 40 at any given time. The Contractor should be able to change countries based on the government's request. Provide automated reporting interfaces with additional focused-analytics as needed by the government or during the normal course of Big Data Analysis on prioritized themes. Provide provisional data and software analysis/visualization capabilities required by the government and the government's partners to search foreign social media and open source information for indications and warning and conduct predictive analysis, sentiment analysis, situational awareness, and information support to operations. Perform node clustering of big data utilizing a distributed, scalable, and portable file-system, non-intrusive framework, common utilities, and a software framework for data-intensive applications that exploit distributed computing environments to run different applications of analytical engines. Perform through the platform, a non-intrusive framework for processing parallelizable problems across huge datasets using a large number of clusters on all ingested data sources (to include but not limited to social media and publicly available information) that are required for all government and its partner's foreign countries of interest. Conform to U.S. Army information security policies, directives, and guidelines to support open source and social media information collection, acquisition, exploitation, analysis, and dissemination. Support Basic Machine Languages Translation for the following: Afrikaans, Albanian, Arabic, Armenian, Azerbaijani, Basque, Belarusian, Bengali, Bulgarian, Catalan, Chinese, Croatian, Czech, Danish, Dutch, English, Esperanto, Estonian, Filipino, Finnish, French, Galician, Georgian, German, Greek, Gujarati, Haitian Creole, Hebrew, Hindi, Hungarian, Icelandic, Indonesian, Irish, Italian, Japanese, Kannada, Khmer, Korean, Lao, Latin, Latvian, Lithuanian, Macedonian, Malay, Maltese, Norwegian, Persian, Polish, Portuguese, Romanian, Russian, Serbian, Slovak, Slovenian, Spanish, Swahili, Swedish, Tamil, Telugu, Thai, Turkish, Ukrainian, Urdu, Vietnamese, Welsh, Yiddish. Support synonym translation with the following Languages: Pashto, and Arabic, and Urdu. Provide a registration process allowing Government customers to create an account, which includes a unique sign-in name ( quote mark username quote mark ) and passkey ( quote mark password quote mark ) Offer its entire enterprise as an application for smart phones and tablets so that it is available to user's in the field anywhere they have internet or wireless access. Based on the information provided, interested firms are requested to submit a response in the form of a capabilities statement of no more than ten (10) pages (on one side, 8 by 11 size paper, 12 point Arial font). The capabilities statement must provide a cover memorandum stating their business size (small or large; if small, provide detail on category, e.g., small women-owned, 8(a), etc.) and whether they can provide all of the requirements listed in this notice.
