Description
THIS IS A SOURCES SOUGHT NOTICE FOR UTILITY PIPING REPAIR AND REPLACEMET SERVICES AT EIELSON AFB, AK. The U.S.A.F. is seeking to identify potential contractors qualified to perform professional utility piping repair and replacement services at Eielson AFB, AK. This posting is a Sources Sought for interested vendors and is issued solely for informational and planning purposes. This posting is not a Request for Proposal. Responders' are advised that the Government will not pay for any information or administrative costs incurred in response to the sources sought; all costs associated with responding to this will be solely at the interested parties' expense. Not responding to this sources sought does not preclude participation in any future RFP, if one is issued. If a solicitation is released, it will be posted on the FedBizOps website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The work to be performed shall include but is not limited to: Eielson AFB maintains a system of utilidors/utiliducts that provide a safe, dry environment for piping/distribution utilities (domestic water, heating water supply and return, steam and condensate, sewer). However, there are still a few locations that have direct buried piping. This piping has proved to be problematic, requiring more frequent repairs and increased time/effort by on-base operations personnel. Due to the worsening conditions and to keep up with demand, 354 CES requires a new IDIQ (Indefinite Delivery/Indefinite Quantity) contract specifically to repair/replace direct-buried piping as breaks occur. Specific work locations will be indicated with each individual delivery order (as breaks occur) should a contract result from this requirement. Work is planned to be limited solely to direct-bury piping; no repairs will be done inside of utiliducts/utilidors. The contractor shall provide all management, supervision, personnel, labor, equipment, vehicles, materials, tools, machinery and other items and services necessary to perform individual delivery orders. Each delivery order will require excavation, repair to underground utility infrastructure (which can include water, sewer, steam systems) and post-repair backfill activities. All work will be performed in accordance with Eielson AFB standards and guides, commercial and industry standards, and all applicable federal, state, and local laws and regulations. The Government is contemplating a Firm-Fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to include (1) one base year plus (4) four option years. The estimated disclosure of magnitude is between $500,000 and $1,000,000. The U.S.A.F. is requesting the following information from interested vendors: • Company name, point of contact information to include phone number and email • Positive statement of your interest in this procurement as a prime contractor • DUNS number and CAGE code • Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon Proposed work to be performed under the following North American Industry Classification System (NAICS) codes as follows: 237110 for Water and Sewer Line and Related Structures Construction Interested parties should send above information via email to christopher.taylor.63@us.af.mil or leland.whipkey@us.af.mil.
