Description
**********SEND ALL INFORMATION AND CORRESPONDENCE INCLUDING TECHNICAL QUESTIONS IN WRITING TO CHARLIE HOLT AT charles.a.holt@nasa.gov; OR FAX: (256)961-9604********** NASA/MSFC has a requirement for an iHawk rackmount systems used in the Integrated Avionics Test Facilities (IATF) under the Vehicle Integration project within the Space Launch Systems program. NASA/MSFC intends to purchase the items from Concurrent Computer Corporation on a sole source basis. Concurrent Computer Corporation (CCC) provides systems with their proprietary RedHawk Linux real-time operating system. Because of the complexity of the real-time computing, the systems running the real-time operating system shall be certified by the provider of the systems. All peripheral I/O devices and their associated driver software shall be certified by the real-time operation system vendor. CCCs RedHawk real-time operating system is the real-time operating system currently used in the IATF labs; therefore, any subsequent real-time systems shall be purchased with this operating system. Any new systems purchased without this operating system would not be compatible with existing systems already in use in the IATF labs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to charles.a.holt@nasa.gov no later than 7:00 a.m. CST on December 19, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
