- Sources Sought Synopsis: This is not a solicitation. No award will be made as a result of this request. This request is for informational purposes only. This sources sought synopsis neither constitutes a Request for Proposal (RFP) or invitation for Bid (IFB). This sources sought synopsis should not be construed as a commitment by the Government for any purpose. All interested parties are encouraged to respond to this sources sought. The Government will not pay for information and/or materials received in response to this sources sought and is in no way obligated by the information received. Purpose: To identify potential electronic instrumentation manufacturers that can provide industry level best practices and standard for manufacturing the Automotive Variant Full Prime Boxes for Aberdeen Test Center (ATC). Background: The Automotive Variant Full Prime Box is an electronic instrumentation device used for various testing needs to include automotive, ballistic, and C4 based testing. The instrumentation package is modular in design allowing for box expansion (half or full box) and the capability to reconfigure the box through modular expansion cards. Quality Requirements: -Electronic parts, mechanical parts, and assemblies will have a quality control test at the production facility. The contractor shall be responsible for Workmanship and Quality to include, but not limited to: Assurance that correct parts and components are utilized on assemblies in accordance with (IAW) supplied drawings and documentation No major imperfections shall be evident on utilized parts, i.e., corrosion, dents, tears. Fit Form and Function are essential to this program. Technical Support POC must approve any substitutions. -ATC will provide the TDP to the vendor's engineering department. Any modifications and or variations, to include the initial drawings, will be property of U.S. Government. Validation and Verification: -Validation: ATC shall conduct 100% acceptance testing upon receipt of the Automotive Variant Full Prime Boxes. -Verification: Vendor shall conduct 100% quality assurance testing in accordance with the testing requirements included in the technical data package (TDP). Projected Delivery Schedule: ATC's projected required delivery schedule is as follows: DATE: Contract Award (Day 1) QTY= 0 DATE: Day 112 QTY= 25 DATE: Day 119 QTY= 25 TOTAL QTY= 50 Request that interested parties provide a written response to this Sources Sought NLT 17 January 2014 to Army Contracting Command, Aberdeen Proving Ground, MD ATTN: Contract Specialist, Ashley Howard at: ashley.e.howard15.civ@mail.mil. Respondent responses should not exceed 20 pages one-sided or 10 pages double-sized. Respondents are requested to identify their business type (i.e., large, small, small and disadvantaged, 8(a)certified, woman-owned small, HUB Zone certified small, or service disabled veteran-owned small business) in their response. In addition, respondents are requested to advise if they would intend on submitting a proposal as a Prime vendor on the effort. This Sources Sought is issued for the purpose of determining market interest and capability of sources and does not constitute a request for a proposal. This announcement is not a formal solicitation and is not a request for proposal. Each response must reference this notice. No contract will be awarded from this announcement. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the government. The government WILL NOT PAY for any information received in response to this request for information, nor will the government compensate the respondent for any cost incurred in developing information for the government.
