- Attachment 2 Contractors Release of Claims Attachment 1 Past Performance Survey Integrated Pest Management Services Solicitation Integrated Pest Management Services Combined Synopsis/Solicitation The Overseas Buildings Operations, U.S. Department of State (DoS) intends to perform a full and open competition for Integrated Pest Management Services to be done at United States Embassies and other Department of State buildings worldwide. The full and open competition will be conducted only with those firms who meet the requirements of this solicitation. The requirement is for the services of an integrated pest management (IPM) contractor to provide technical expertise on pest control, implementation of IPM, enhancement of the Department of State worldwide IPM program, and on-site implementation of pest control measures. This contract is to provide entomological and Integrated Pest Management (IPM) services in support of U.S. Department of State posts outside of the U.S. These services are not traditional pest control services relying on pesticide use. Several examples of types of services anticipated are as follows; assess pest problems and recommend control measures, implement pest control measures, present training seminars, pilot pest control methods and technical guidance. DoS plans to award one Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for base and (4) four one-year option years. The IDIQ award will be made to the responsive offeror, whose proposal conforms to the solicitation, and will offer the "Best Value" to the government, whereas technical factors are more important than cost. Award will be set aside for small business. To qualify as a small business under the NAICS code, 561710, the small business size is the average annual receipts of no more than $10M. Offerors must be registered in the System for Award Management (SAM) database prior to proposal submissions. Offerors may obtain information on registration requirements via the internet at https://www.sam.gov/portal/public/SAM/. The Offeror is responsible for the accuracy and completeness of the data within the SAM database, and for any liability resulting from the Government's reliance on inaccurate or incomplete data. Proposal submissions will be due no later than 2:00 PM, Eastern Standard Time (EST), Tuesday February 4, 2014. Questions (Q&A) period opens with the posting of the combined synopsis solicitation. Responses to all submitted questions will be posted as an Amendment in FedBizOPPS.
