- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to award a sole source contract to the American Society OF Plant Biologists (ASPB) to provide electronic access via the internet for all USDA users to two ASPB publications, Plant Physiology and The Plant Cell, with their back files, including perpetual data rights to all subscribed material. The National Agricultural Library (NAL) is mandated (7 U.S.C. 3101) to serve as the primary agricultural information resource of the United States. One of its functions in that role is the acquisition of information in all aspects of agriculture and allied sciences. In support of this function, the NAL acquires journal publications in electronic format from publishers and makes the journals accessible to USDA employees and library patrons via the internet. In keeping with its charge to collect agricultural and related information, it seeks to maintain a collection of publications in various formats from a variety of publishers and sources. The American Society of Plant Biologists is a professional society devoted to the advancement of the plant sciences. It publishes two world-class journals and organizes conferences, and other activities that are key to the advancement of the science. NAL requires electronic access via the internet to ASPB journals, Plant Physiology and The Plant Cell, for use by all USDA employees, authorized public on-site user's cooperators and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA. Access must include current journal issues as well as earlier journal issues, including perpetual data rights to all subscribed material. The journals must be available on a single platform, for greater efficiency in searching and locating needed information. The American Society of Plant Biologists was founded in 1924 to promote the growth and development of plant biology, to encourage and publish research in plant biology, and to promote the interests and growth of plant scientists in general. Over the decades the Society has evolved and expanded to provide a forum for molecular and cellular biology as well as to serve the basic interests of plant science. It publishes the highly cited and respected journals Plant Physiology and The Plant Cell. Membership spans six continents, and their members work in such diverse areas as academia, government laboratories, and industrial and commercial environments. The Society also has a large student membership. ASPB plays a key role in uniting the international plant science disciplines. Within three years of its initial publication in 1989, The Plant Cell ranked first in impact among journals publishing primary research in the plant sciences. It has continued to maintain this standard of excellence ever since. The Plant Cell publishes novel research of special significance in plant biology, especially in the areas of cellular biology, molecular biology, genetics, development, and evolution. Established in 1926, Plant Physiology ® is an international journal devoted to physiology, biochemistry, cellular and molecular biology, genetics, biophysics, and environmental biology of plants. Plant Physiology ® is one of the world's oldest and most well-respected plant science journals. The American Society for Plant Biologists, as copyright holder for its journals, is currently the only vendor that can meet the NAL = s requirement for seamless access to the Society = s current and archival journal issues. By subscribing to ASPB journals directly from ASPB, USDA researchers have access to two ASPB publications, Plant Physiology and The Plant Cell, with their back files, including perpetual data rights to all subscribed material. No source other than ASPB can provide access to current and archival issues of ASPB journals on a single platform. The NAICS Code for this requirement is 519120 Libraries and Archives In accordance with FAR 6.302-1 and 41 USC 25(c)(1), the service needed by the NAL is available from only one responsible source and no other type of service will satisfy the needs of the NAL. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Interested parties may identify their interest and capability to respond to this requirement no later than December 31, 2013.
