- Description
- This procurement is for scheduled certificated U.S. airlines to provide passenger transportation services, Government-wide, for approximately 6,500 domestic/ international airport or city pairs. The requirement-type contracts will be for one year beginning OCTOBER 1, 2014, plus three 1-month option periods. The contracts are for the movement of passengers and are used by almost all Federal Agencies and various other authorized users. They do not require travel agent services and do not include any role for travel agents for the purposes of this proposed contract. Air carriers who are not currently approved by the Department of Defense (DOD) must, prior to award, have appropriate Federal Aviation Administration certification and adequate insurance, and must not be on the DOD Disapproved Air Carrier List. Carriers who are otherwise eligible must also participate in the Civil Reserve Air Fleet (CRAF) program, receive a Letter of CRAF Technical Ineligibility, or be actively undergoing the CRAF approval process with the Air Mobility Command (AMC). For information regarding the CRAF program, call the DOD Commercial Airlift Division at (618) 229-4801. All responsible sources will be considered. A Pre-solicitation Conference will be held on February 19, 2014. A notice will be posted on the FEDBIZOPPS web site for any changes regarding the conference; RSVP to Onthego@gsa.gov. A draft solicitation will be issued on or about February 12, 2014. The final solicitation will be issued on or about March 12, 2014. Group 1 proposals are due on or about April 11, 2014 and Group 2 proposals on or about May 2, 2014. Dates may vary and official dates for offer submission will be issued with the Final Solicitation. The DRAFT AND FINAL SOLICITATIONS WILL BE AVAILABLE ONLY ON THE INTERNET AT FBO.GOV. This procurement is not set aside for small business concerns; however, all qualified small business concerns are encouraged to submit offers. The NAICS code for this procurement is 481111 and the size standard to be considered a small business is 1,500 employees or less.
