- Anticipated Award Date: 1 July 2014 Duration of Contract Period: 5 Years, Requirements. Electronic procedures are approved for this acquisition. The Government does not have any data, drawings, or technical orders and cannot qualify contractors to repair or service the Engine Health Monitoring Systems. This requirement will also include service/repair of Foreign Military machines. Service/Spare/Repair/OH: Repair/Service/Upgrade RMC: R3/N Application: Support Equipment Destination: On Site Qualification Requirements: Qualification requirements cannot be established by the Government due to limited data Export Control: Yes LINE ITEM INFORMATION: Repair/Service of JetScan Scanning Electron Microscopes NSN: 6650-01-486-7221 Description: Diagnostic system employed at the field level to mitigate the high safety risk associated with the F110 engine failures. Quantity: Best Estimated Basic Year: 1056 lots. 1 Lot consists of 1 machine x 1 month of service Option 1: 1056 lots. 1 Lot consists of 1 machine x 1 month of service Option 2: 1056 lots. 1 Lot consists of 1 machine x 1 month of service Option 3: 1056 lots. 1 Lot consists of 1 machine x 1 month of service Option 4: 1056 lots. 1 Lot consists of 1 machine x 1 month of service Networking Description: Contractor shall network machines that are co-located on the same installation to provide data sharing between Engine Health Monitoring Systems (EHMS) machines. NSN: 6650-01-486-7221 Quantity: Best Estimated Basic Year: 18 each Overhaul Description: Contractor shall overhaul FMS machines that are currently running on older software. These overhauls shall include hardware and software upgrades and installation of current licenses. NSN: 6650-01-486-7221 Quantity: Best Estimated Basic Year: 17 each Over and Above NSN: 6650-01-486-7221 Description: Over and Above will only be considered for missing components or for work not covered by the line items for the basic work under the contract but within the general scope of the contract. Instances such as fire, flood, shipping damage, re-inspection, and damage not associated with normal wear and tear shall be contracted as Over and Above. Quantity: Best Estimated Basic Year: 1 Lot Option 1: 1 Lot Option 2: 1 Lot Option 3: 1 Lot Option 4: 1 Lot UID: Note to Contractor: If unit price exceeds $5,000 then UID requirements will apply (all NSNs). Mandatory Language: One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Optimized Systems and Solutions, CAGE 1JQF3, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the response date as listed in the solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is using the policies contained in Part 12, Acquisition of Commercial Items. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
