Description
The Naval Sea Systems Command is conducting market research to determine the existence of a Coastal Patrol Boat possessing the characteristics listed below Consideration will also be given to existing boats or proven designs that have most of the characteristics if all of the below cannot be met. The boats would be procured under a Foreign Military Sales (FMS) case and would operate in the waters off the coast of the Kingdom of Jordan. Typical patrol boat missions will be performed, including interdiction. As a part of the response to this RFI, interested sources should indicate in a matrix form (Excel spreadsheet) which characteristics can and cannot be met. Interested sources are encouraged to propose delivery schedules that can realistically be achieved while keeping in mind the vital need of this request. a. Hull length, 30 to 38 meters. b. Speed requirement of 30 knots at full load displacement under tropical conditions (air temperature 400 C and sea water temperature 300 C) in calm water. c. Endurance: 6 days (10 knots continuous cruising). d. Range: 600 nm at 21 knots. e. 1,500 hours of operation per year. f. Fully operational in Sea State 3 and survivable in Sea State 5 conditions. g. Accommodations: 22 bunks (4 Officers/18 Crew). h. Mono-hull- metal hull. i. Designed to meet American Bureau of Shipping (ABS) Guide for High Speed Naval Craft, Coastal Naval Craft. j. 25 year hull and main machinery service life. k. Galley and associated spaces equipped to sustain 24 hour per day use with separate officer and crew messing facilities. l. Enclosed and air conditioned Engine Monitoring Station in or adjacent to the main machinery space. Boat will be able to be operated from the space in an emergency and the space will be provided with a radar display. m. Tank level indicators (TLIs) with alarms. n. MTU propulsion and generators. Propulsion engines may have a 1DS rating. o. 380 v 50 HZ, 3 phase electrical system with 220 V 50 HZ convenience sockets. Emergency generator. p. Navigation system with low power and high power antenna systems for short and long range navigation. q. SOLAS/GMDSS - Installed equipment shall meet or exceed the requirements for Sea Areas A1, A2 and A3. This will include EPIRB and SART on the boat, in each life raft and on the 7 meter RHIB. Inmarsat-C SafetyNET receivers and 2187.5 MHZ DSC alert receiver system will be installed on the bridge. r. One 7 meter diesel rigid inflatable boat.. s. Tactical Communications - HF, VHF, and UHF civilian and tactical military radios. Military radios will be Government furnished (500 pounds estimated weight). t. Command and Control a. A tactical command and control space with seating for three for operation of tactical radios, 30 mm gun system (including associated electrical optical director), missile detection system and missile decoy system.. Space will have a radar display. u. 1500 watt Search Light v. Ammunition, Guns and Mounts a. Following Government provided weapon systems will be installed. i. One medium range 30mm MSI (or equivalent) remotely operated gun weapon system with electrical-optical director 1. Estimated weight impact, including foundations, ammunition and ammunition locker - 7,000 pounds ii. Four crew served weapons (two 50 caliber and two 7.62 mm) 1. Estimated weight impact including foundation, ammunition and ammunition locker - 1,400 pounds iii. Missile Defense System 1. Chaff decoy system 2. Missile detection system 3. Estimated weight impact of missile defense system - 1,000 pounds w. HVAC a. Air conditioning and heating shall be provided for all habitable spaces (40 degrees Celsius at 40 percent humidity) x. Ballistic Protection - Estimated weight impact - 9,000 pounds y. Two 25 man liferafts It is anticipated that One (1) boat will be procured, with an option for a second. Interested sources are encouraged to submit a capability summary that does not exceed five (5) pages in length describing their boat and firms recent relevant business experience and their approach in meeting the requirements stated above with emphasis placed on their approach/strategy to meeting accelerated delivery schedules. Responses should include: (a) The name and address of the contractor and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) A description of craft currently offered by the contractor that meet or come close to meeting the above listed requirements. All offered craft characteristics should be identified for chart comparison to the requirements listed above. If above requirements cannot be met, identify what is achievable with minor modifications; (d) An estimated unit price, (e) delivery schedules with a discussion on the strategy and approach to realistically achieving these schedules, and (f) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business.
