This is a PRESOLICITATION NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source purchase order to Teton Data Systems Inc. DBA Stat- Ref, 125 South Kings Street Suite G1, Jackson, WY 83001. This sole-source procurement is in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) for renewal of Electronic Resources for Healthcare Database Services. Services will be from 12/31/2013- 12/21/2014 under NAICS 519130. This procurement involves numerous proprietary medical reference databases such as AAFP Conditions A to Z; ACP Medicine; ACP PIER & AHFS DI Essentials; ACS Surgery: Principles and Practice; AHFS Drug Information; AJCC Cancer Staging Handbook; Antisepsis, Disinfection, and Sterilization: Types, Action, and Resistance; Atlas of Gastrointestinal Surgery, Volume 1; Clinical Guide to Antineoplastic Therapy: A Chemotherapy Handbook; CPT with RVUs Data File Ingenix ®; Davis's Drug Guide for Nurses; Evidence-Based Emergency Medicine; Evidence-Based Geriatric Nursing Protocols for Best Practice; Handbook of Fluid, Electrolyte and Acid-Base Imbalances; ICD-9-CM Volumes 1, 2 & 3 For Hospitals; Infection Prevention and Control Issues in the Environment of Care; Infectious Diseases: The Clinician's Guide to Diagnosis, Treatment, and Prevention; Jablonski's Dictionary of Medical Acronyms & Abbreviations; Management Guidelines for Nurse Practitioners Working with Older Adults; MedCalc 3000 Complete Edition; Medication Reconciliation Handbook; Merck Manual of Diagnosis and Therapy; The Oxford Textbook of Medicine; Oxford Textbook of Surgery; Review of Natural Products; Rook's Textbook Of Dermatology; and Women's Health: A Primary Care Clinical Guide; all to include 20 concurrent users. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties must respond to this notice no later than 4:00 pm on December 23, 2013 to tina.harris3@va.gov. Responding as an interested party under the www.fbo.gov website doesn't constitute convincing evidence of capabilities. All interested parties are reminded to be registered with Central Contractor Registration (CCR) now SAM at https://www.sam.gov/portal/public/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted.
