- This is not a Solicitation. The purpose of this Special Notice is to obtain Contractor rendered diversity-inclusion, attraction, outreach, talent acquisition consulting and presentation services. In the performance of this contract, the Contractor shall work in collaboration with the United States Coast Guard (USCG) and the United States Coast Guard Academy (USCGA) to increase their applicant- pool numbers of qualified, STEM-focused African American and other under-represented minority (URM) students, commissioned officer aspirants and professional candidates. The Contractor (Channel Zero Group, LLC) will assist the USCG and the USCGA with identifying internal and external barriers to attracting and acquiring URM students, candidates and professionals. The Contractor may need to tour USCG units and the USCGA campus; conduct one-on-one meetings with key leaders, recruiters and members of the general workforce and the Cadet Corps to obtain perspectives on the necessary tenets of USCG/USCGA educational and vocational endeavors. The Contractor will meet with USCG and/or USCGA representatives where the message recommendations will be reviewed and analyzed, attraction strategies proposed and evaluated, and, a process for integrating the messaging or presentation into the USCG/USCGA outreach, attraction and talent acquisition practices will be developed. The goal will be to craft stories and messages about USCG missions and academic and vocation opportunities that are culturally, academically, and, professionally relevant, poignant and have a high likelihood of being remembered by URM audiences. During the strategic planning session held between the Contractor and the USCG/USCGA, the following decisions will be made: •Determine and agree upon the goals and desired outcomes; •Identify the appropriate knowledge and facts the USCG/USCGA desires to be articulated; •Finalize the dates, places, duration and audiences for presentations; •Decide the scheduling and segmentation of presentations; •Select appropriate presentation sites; and, •Develop a plan for ongoing coordination and communication with the USCG.
