- This is not a solicitation. The United States Coast Guard Academy (USCGA) is committed to strengthening the nation's future by educating, training and developing leaders of character who are ethically, intellectually, professionally, and physically prepared to serve their country and humanity, and who are strong in their resolve to build on the long military and maritime heritage and proud accomplishments of the United States Coast Guard. The USCGA requires current, qualified underrepresented minority cadet leads to reach its strategic enrollment goals. Nature of Acquisition: In order to carry out the institutional strategic priority regarding a community of inclusions, the United States Coast Guard Academy (USCGA)- Admissions Division- must enroll qualified underrepresented minority students. According to propensity studies conducted by the Joint Advertising Market Research and Studies (JAMRS) group, the total number of college bound, underrepresented minorities, interested in military service is a small fraction of the overall population bound for college. The National Research Center for College & University Admissions (NRCCUA) is the most comprehensive source for identifying and reaching out to this highly targeted market. Specifically, NRRCUA will: • Provide in-class surveys to nearly six million students in over 22,000 public and private high schools • Provide an on-line version of the survey available to the balance of U.S. high school students • Determine students who are underrepresented, have a B+ or better GPA, have expressed interest in attending a military academy or direct enlistment into the U.S. Coast Guard • Send a same day email response and subsequent variable print, personalized postcard on behalf of the USCGA to determine the student's interest in being recruited by the Academy • Emails and postcards will each contain a personalized URL (PURL) to take students to a partially pre-populated form with data already provided to NRCCUA to increase potential response rate and accuracy of information. • NRCCUA will then deliver to the USCGA on a weekly basis the largest possible number of highly qualified URM students who have self-declared interest in the USCGA for further recruitment.
