- The Army Contracting Command - Rock Island intends to modify contract W52P1J-12-C-0089 to extend the period of performance for Fixed Wing Airlift Services in the Central African Region (CAR). The proposed action is to issue a contract modification for 2 months from 28 December 2013 to 27 February 2014 in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The extension is necessary to ensure continuation of services and to avoid disruption of critical services until the protest of competitively awarded follow-on contract HTC711-14-D-R026 is resolved and performance commences. This notice of intent is not a request for competitive proposals and no solicitation is available. Not awarding this extension would cause serious harm to the Government. However, the Government will consider responses from all responsible sources received by the date and time identified. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source extension described in this notice, and such determination shall be made at the sole discretion of Derek M.
