- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for DRYDOCK Repairs to the USCGC BISCAYNE BAY. The acquisition will be solicited as a Total Small Business Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about December 24, 2013. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The USCGC BISCAYNE BAY (WTGB 104) homeport is the ST. IGNACE, MI, GEOGRAPHICAL RESTRICTIONS: GREAT LAKES. SCOPE OF WORK: The scope of the acquisition is for the DRYDOCK repairs of the USCGC BISCAYNE BAY. This work will include, but is not limited to the following work items: Hull Plating (U/W Body), Inspect Hull Plating (U/W Body), Ultrasonic Testing Appendages (U/W), Leak Test Appendages (U/W) - Internal, Preserve Voids (Non-Accessible), Leak Test Voids (Non-Accessible), Preserve Internal Surfaces Propulsion Shaft Coating Inspect Propulsion Shaft Coating, Renew Propulsion Shafting, Straighten Shaft Seal Assembly, Overhaul Stern Tube Bearing Staves, Renew Propeller, Remove, Inspect, and Reinstall Propeller, Perform Minor Repairs and Reconditioning Main Diesel Engine (MDE) Exhaust Stack Uptakes, Clean Ship Service Diesel Generator (SSDG) Exhaust Piping, Commercial Clean Boiler Exhaust Stack Uptakes, Commercial Clean Circuit Breakers (60 Hz), Inspect and Test Fathometer Transducer, Renew Vent Ducts (Engine and Motor Room All), Commercial Cleaning Vent Ducts (Galley and Pantry Room All), Commercial Cleaning Vent Ducts (All Other), Commercial Cleaning Sea Valves and Waster Pieces, Overhaul or Rene Compressed Air Receivers (All), Clean, Inspect, and Hydro Rudder Assembly, Remove, Inspect and Reinstall Rudder Stock Bearings (Upper and Lower), Renew\ Rudder Stock, Rebuild Anchor Windlass, Level 2 Inspect and Repair Vertical Capstan, Level 2 Inspect and Repair Grey Water Holding Tanks, Clean and Inspect Tanks (Ballast), Preserve "100%" Tanks (Ballast), Preserve "Partial" Decks - Exterior, Preserve ("Non-Skid Broadcast Grit" System) U/W Body, Preserve (100%) U/W Body, Preserve (Partial - Condition A) U/W Body, Preserve (Partial - Condition B) Cathodic Protection / Zinc Anodes, Renew Drydocking - Tender Temporary Services, Provide Sea Trial Performance, Provide Support {Anything Space or Component}, Preserve Fixed Ballast (Lead Ingots), Encapsulate Ballast Tank TLI Striker Plate, Renew MDE Mufflers and Mounts, Renew Water Tight Hatches (Internal DC Deck and Below), Renew Main Mast, Preserve Main Mast Rigging, Inspect All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. Anticipated Period of Performance: The period of performance is anticipated to be for FIFTY (50) calendar days with a start date of 07 May 2014 through 25 June 2014 (Subject to change at the discretion of the Government).
