- The National Cancer Institute (NCI) is planning to host a Pre-Proposal Conference for the Cancer Genetics Cloud Pilots requirement. This acquisition will utilize a Broad Agency Announcement (BAA). The Pre-Proposal Conference is for informational purposes only. All responsible sources may participate in this online conference. The purpose of this conference is to explain requirements and answer questions before potential offerors develop proposals for this complex requirement. The goal of the conference is to explain the mechanics of the solicitation and to review the objectives and milestones of the BAA. The Pre-Proposal Conference will be conducted in accordance with FAR 15.201, Exchanges With Industry Before Receipt of Proposals. Agencies are encouraged to promote early exchanges of information about future acquisitions. The purpose of exchanging information is to improve the understanding of government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements. The Pre-Proposal Conference is planned to be hosted online on January 6, 2014, from 1:00PM to 3:30 pm local time. The Government anticipates posting the online Pre-Proposal Conference information and logistics to http://cbiit.nci.nih.gov/ncip/nci-cancer-genomics-cloud-pilots in advance of the meeting. Please check this site frequently as the information may be updated prior to the online conference. No advance registration is required and all responsible sources may attend. In order for questions to be expeditiously answered during the online conference, offerors are encouraged to submit written questions to ncicloud@mail.nih.gov at any time following the release of the BAA, anticipated to be December 20, 2013. Offerors will also have the opportunity to ask questions or seek clarifications during the meeting. Due to logistical and time considerations not all questions may be answered during the conference; however, all questions will be addressed post-conference as an amendment to the BAA. Following the conference, a list of attendees, questions and responses, and a record of conference proceedings will be posted at http://cbiit.nci.nih.gov/ncip/nci-cancer-genomics-cloud-pilots. Any statements or representations made during the online conference are not binding. Offerors are cautioned that the ONLY controlling document is the BAA and any subsequent amendments.
