Description
The United States Agency for International Development in Afghanistan (USAID/Afghanistan) intends to negotiate on a sole source basis (as authorized in AIDAR 706.302-70(b)(5)) with Black and Veatch Special Projects Corporation (BVSPC), 6601 College BLVD, Overland Park, KS 66211, USA for the procurement of Technical Support Services for the installation and commissioning of Kajaki Dam Generating Unit 2 in Afghanistan. The construction and management contract for Unit 2 installation and commissioning will be awarded by Da Afghanistan Breshna Sherkat (DABS), the national electric utility of Afghanistan, to an international firm. BVSPC will provide technical support services to USAID, DABS and the international firm for the installation and commissioning of Unit 2; especially on all project documentation pertaining to Unit 2 Government Furnished Equipment (GFE), and on Kajaki Hydropower Plant design and installation issues. Under its contract with USAID, BVSPC prepared the Final Kajaki Dam Unit 2 Hydro Inventory and Condition Assessment Report dated 31 January 2012, as revised. Given this report as well as BVSPC's prior work on Kajaki Unit 2, BVSPC is well positioned and qualified to provide the required technical support. BVSPC has completed a significant portion of the engineering design drawings required for the Unit 2 installation and developed an extensive inventory and condition assessment report on the GFE at the project site while implementing its contract with USAID. No firm other than BVSPC has this specialized knowledge and technical information which was gathered during BVSPC's work on-site at Kajaki and, therefore, BVSPC reflects the best value to the government. This announcement constitutes the notice required by FAR 5.201. Interested parties may identify their interest by submitting a capability statement, proposal or quotation to the point of contact listed above. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.
