- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC), Department of Laboratory Medicine (DLM) intends to award on a sole source basis to AB Sciex LLC., Redwood City, CA 94065 to provide annual maintenance service for the AB SCIEX QTRAP® 5500 Mass spectrometer necessary for patient testing to include estrone, estrogen, estradiol, and vitamin D, 25-OH for the clinical chemistry service. AB Sciex is the sole proprietor and registered trademark holder of the AB SCIEX QTRAP® 5500 LC/MS/MS System designed to excel at metabolite identification, detection and confirmation of low-level pesticides, and protein/peptide quantitation for biomarker verification and validation. There is no other known company that can provide the breadth and depth of knowledge of the unique instrumentation to properly service the Q-TRAP ® 5500. Only AB Sciex service engineers have access to AB Sciex's confidential and proprietary tools that enable the engineers to efficiently diagnose and provide required parts and components, as well as optimize instrument performance. AB Sciex service engineers participate in an ongoing, multi-step training program and are certified to service the entire AB Sciex product portfolio (including instrumentation and software). AB Sciex engineers have access to the latest technical developments, repair procedures, instrument schematics, software application updates, and planned maintenance procedures. The acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments referencing this posting number may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Malinda Dehner, Contract Specialist, dehnerm@cc.nih.gov by the due date and time marked in this notice.
