- SYNOPSIS This procurement is being solicited, offered, evaluated, and awarded using procedures in FAR Subpart 13.5, Test program for Certain Commercial Items, along with FAR Part 12, Acquisition of Commercial Items. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.2 and 12.6, and the procedures in FAR Part 13, as supplemented with additional information included in this notice. This solicitation, A13PS00089 is issued as a Request for Quote (RFQ). The North American Industry classification (NAICS) code is 541519, Other Computer Related Services, and the business size maximum is $25.5 Million. The solicitation document and incorporated provisions are those in effect through FAC 2005-66. The contemplated contract is a total set-aside for Buy Indian under the authority of 25 USC 47. All Buy Indian concerns shall provide a breakdown of pricing to demonstrate that at least 51% of contract performance shall be performed and incurred by the prime. All responsible Buy Indian sources may submit a quote that shall be considered by the Government. This acquisition is 100% set aside for Buy Indian. Economic enterprises that are not at least fifty one percent owned by a Native American or Alaskan Native may not offer quotes in response to this notice and any quotes submitted by other than Indian owned businesses shall not be considered. Quoters shall certify that they are Indian owned. The purpose of this acquisition is to acquire Risk Management Framework (RMF) support for applying the RMF in support of Department of Interior (DOI) information systems, as outlined in the Statement of Work. The RMF process includes activities related to security categorization, security control selection and implementation, security control assessment, information system authorization, and security control monitoring. BIA will award based upon Best Value methodology using the following evaluation factors. For this requirement, all evaluation factors other than cost or price, when combined are more significantly important than cost or price. The importance of price as an evaluation factor will increase with the degree of equality of technical quotations received in relation to the other evaluation factors. When technical capability tends to move toward equality, the significance of price increases, or when price is significantly high as to diminish the value of an otherwise technically superior quotation. The evaluation criteria are as follows: 1)Technical Approach. 2)Key Personnel. 3)Past Performance. 4)Price. BIA contemplates a Time & Materials contract with a twelve month base period and four (4) twelve month option periods.
