- The purpose of this notice is to obtain Questions/Comments to the DRAFT Instructions to Offerors and Evaluation Criteria Matrix, dated 18 Dec 2013 and the Draft Table Attachment L-8. All questions/comments pertaining to the DRAFT Instructions to Offerors, Evaluation Criteria Matrix shall be provided to the Government for consideration in the provided matrix excel spreadsheet. Please ensure that all fields are completed in their entirety. The purpose of this notice is to obtain Questions/Comments to the DRAFT Instructions to Offerors and Evaluation Criteria Matrix, dated 18 Dec 2013. Please note this matrix is preliminary and subject to change as the government further finalizes our acquisition strategy for this requirement. This RFI is issued to an upcoming opportunity. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Government is not currently seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the respondent's expense. Small Businesses possessing the capabilities to perform the tasks below are encouraged to reply to this RFI. Failure to respond to this RFI does not preclude participation in any future RFP, if any such request is issued.
